Resolution 262-1990 FilEr rile ;:-)p'ORrI '90 MAY -7 P 4 :58 Commissioner Gene Lytton D .".'Ih CL MONROE RESOLUTION NO. 262-1990 UN 11 A RESOLUTION OF THE BOARD OF COUNTY COMMIS- SIONERS OF MONROE COUNTY, FLORIDA, URGING ALL INVOLVED PARTIES TO ABANDON HOUSE BILL 2917 AND SENATE BILL 582 AND TO ABANDON THE CONCEPT OF RAIDING THE FUNDS OF THE COUNTIES FOR THE PURPOSE OF FINANCING OTHER STATE PROJECTS FOR WHICH THE STATE HAS ADEQUATE AUTHORITY TO LEVY TAXES. WHEREAS, the County Commission of Monroe County has been informed that certain legislation, to-wit: House Bill 2917 and Senate Bill 582, 1990 Session, have been introduced at the request of the Office of the Governor, and WHEREAS, the said bills are for the purpose of taking from the several counties of the State of Florida funds from local government trust funds and other assests belonging to the counties, and WHEREAS, the State already imposes a service charge of three percent on these funds, and WHEREAS, the impact of these additional excises would deprive Monroe County of a sum in excess of 1.5 Million Dollars for this fiscal year, and WHEREAS, Monroe County and the other several counties of Florida have been visited with extensive unfunded mandates from the Legislature in the past several years, and WHEREAS, this unjustifiable intrusion into the fiscal integrity of the counties will further exacerbate the cJunties ability to respond to the unfunded mandates, and WHEREAS, by the enactment of these bills, in lieu df the enactment of appropriate taxes to meet the revenue shortfall, the counties of the State of Florida will be further deprived of funds raised by the counties for necessary governmental purposes, now, therefore, BE IT RESOLVED that the Board of County Commissioners of Monroe County, Florida, vehemently protests and does hereby urge all involved parties to abandon House Bill 2917 and Senate Bill 582 and to abandon the concept of raiding the funds of the counties for the purpose of financing other State proj ects for which the State has adequate authority to levy taxes. BE IT FURTHER RESOLVED that the Clerk of the Board is hereby directed to forward a copy of this Resolution to the Governor of the State of Florida, the President of the Senate, the Speaker of the House of Representatives, Senator Larry Plummer, Senator Ron Saunders, all cabinet members, all members of the House Appropriations Committee and Chairman T.K. Wetherell, all members of the Finance and Taxation Committee and Chairperson Anne Mackenzie, all members of the Senate Appropriations Committee and Chairperson Gwen Margolis, and all members of Finance, Taxation and Claims and Chairman Timothy Deratany. PASSED AND ADOPTED by the Board of County Commissioners of Monroe County, Florida, at a special meeting of said Board held on the 4th day of May, A.D. 1990.
