RESOLUTION NO. 282-1990
A RESOLUTION OF THE BOARD OF COUNTY COMMIS-
SIONERS OF MONROE COUNTY, FLORIDA, URGING ALL
INVOLVED PARTIES TO ABANDON HOUSE BILL 2917
AND TO ABANDON THE CONCEPT OF RAIDING THE
FUNDS OF THE COUNTIES FOR THE PURPOSE OF
FINANCING OTHER STATE PROJECTS FOR WHICH THE
STATE HAS ADEQUATE AUTHORITY TO LEVY TAXES.
WHEREAS, the County Commission of Monroe County has been
informed that certain legislation, to-wit: House Bill 2917, 1990
Session, has been introduced at the request of the Office of the
Governor, and
WHEREAS, the said bill is for the purpose of taking from the
several counties of the State of Florida funds from local govern-
ment trust funds and other assets belonging to the counties, and
WHEREAS, the State already imposes a service charge of three
percent on these funds, and
WHEREAS, the impact of these additional excises would
deprive Monroe County of a sum in excess of 1.5 Million Dollars
for this fiscal year, and
WHEREAS, Monroe County and the other several counties of
Florida have been visited with extensive unfunded mandates from
the Legislature in the past several years, and
WHEREAS, by the enactment of this bill, in lieu of the
enactment of appropriate taxes to meet the revenue shortfall, the
counties of the State of Florida will be further deprived of
funds raised by the counties for necessary governmental purposes,
now, therefore
BE IT RESOLVED that the Board of County Commissioners of
Monroe County, Florida, vehemently protests and does hereby urge
all involved parties to abandon House Bill 2917 and to abandon
the concept of raiding the funds of the counties for the purpose
of financing other State projects for which the State has
adequate authority to levy taxes.
BE IT FURTHER RESOLVED that the Clerk of the Board is hereby
directed to forward a copy of this Resolution to the Monroe
County Legislative Delegation.
PASSED AND ADOPTED by the Board of County Commissioners of
Monroe County, Florida, at a regular meeting of said Board held
on the ~ day of May, A.D. 1990.
