Item B1 ADD-ON: SPECIAL BOCC MEETING BOARD OF COUNTY COMMISSIONERS AGENDA ITEM SUMMARY Meeting Date: May 23. 2007 Division: County Administrator AGENDA ITEM WORDING: Approval of a Resolution authorizing the Mayor and Clerk of the Board to sign all warrants, legal documents and any other necessary papers and documents for the period May 23, 2008 through November 4, 2008; and stating that the presently authorized signatures validating County checks are hereby continued for sixty days from this date in order to meet payroll and other necessary obligations. ITEM BACKGROUND: A Mayor's Proclamation was presented to the Board at their regularly scheduled meeting held May 21, 2008 proclaiming the temporary relinquishment of the position of Mayor to the Mayor Pro Tem and assumption of the position of Mayor Pro Tem by the Mayor for the period May 23 , 2008 through November 4, 2008. This Resolution is required by the Clerk of the Court to properly document this reversal of positions. WHERF:AS, the Mayor presented a Mayor's Proclamation at the regularly scheduled meeting of the Monroe County Board of County Commissioners held May 21,2008 proclaiming the temporary relinquishment of the position of Mayor to the Mayor Pro Tern and assumption of the position of Mayor Pro Tern by the Mayor for the period May 23, 2008 through November 4, 2008, (copy attached hereto and made a part hereof); and WHERJi:AS, the Chairman of the Board of County Commissioners must sign all legal papers, vouchers, warrants and documents on behalf of the County, now, therefore, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MONROE COUNTY, FLORIDA: Section I. That Commissioner Mario DiGennaro as Chairman of the Board of County Commissioners, and the Clerk of the Board, are hereby authorized to sign all warrants, legal documents and any other necessary papers and documents for the period May 23, 2008 through November 4, 2008. Section 2. That the presently authorized signatures validating County checks are hereby continued for sixty days from this date in order to meet payroll and other necessary obligations. UTTON #' Dat.~~~"EY MAYOR'S PROCLAMAnON OF TEMPORARY REUNQUISHMENT OF POSInON.TO THE MAYOR PRO TEM AND ASSUMPnON OF POSITION OF MAYOR PRO TEM FOR THE PERIOD MAY 23, 2008, THROUGH NOVEMBER 4, 2008 WHEREAS, the Nation, the State of Florida and its political subdivisions are experiencing a downturn In their economies; and WHEREAS, there are firm indications that the Governor and other State OfficIals will be visiting the Florida Keys over the next few months to get a more thorough understanding of the local economic issues and the assistance which can and should be provided by the State; and WHEREAS, the Mayor Pro Tem has nurtured an effective and productive relationship with the governing bodies of the State, including hosting the Governor and other State Officials; and WHEREAS, Rule l.04(b) of the Administrative Procedures for the Monroe County Board of County Commissioners provides: ~If, for any reason, the Chairperson [Mayor] is absent or unable to perform his/her duties, the Vice Chairperson, who wlll have been elected under the same circumstances as the Chairperson, shall succeed him;w and WHEREAS, I have ascertained that it is in the best interest of the County that the positions of Chairperson (Mayor) and the Vice Chairman (Mayor Pro Tem), who have been elected under the same circumstances, shall succeed each other for the time period that such visitations from State Officials are expected to occur; Now, Therefore, let it be known that I am reversing our positions during this period, thereby rendering Marlo DiGennaro as Mayor and Charles ~Sonny McCoy as Mayor Pro Tem of Monroe County for the period May 23, 2008 through November 4, 2008.
