Environmental Impact Statement that is presently being conducted by the Navy.
ITEM BACKGROUND:
The Mayor received a letter from the Navy dated September 27, 2010 requesting addition data from
Monroe County and other organizations. The EIS committee has reviewed the response letter and
concurs with it.

SUBJECT- DATA COLLECTION FOR NAVAL AIR STATION (NAS) KEY WES
AIRFIELD OPERATIONS ENVIRONMENTAL IMPACT STATEUEVT I
As you are aware, the Navy is in the process of preparing an
Environmental Impact Statement (EIS) in accordance with the
National Environmental Policy Act (NEPA) to address airfield
operations at NAS Key West. The public scoping period for this
EIS concluded on June 10, 2010. The Navy is in receipt of
comments from the BOCC submitted on July 13, 2010 and BOCC
Resolution 220-2010 passed and adopted on July 21, 2010. The
Navy appreciates the input of the BOCC, as well as, all
stakeholders and members of the public. Public input is vital
to the NEPA process and these comments will be considered in the
development of the Draft EIS.
We request your assistance in providing best available data
to be used in the draft EIS analysis. Below is a list of data
needs for EIS development. We respectfully ask you to review
this list to determine if you can provide us any of this
information:
Any updates or amendments to the Monroe County Year 2010
Comprehensive Plan not available at:
http://www.monroecounty-
fl.gov/pages/MonroeCoFL — Growth/CompPlan2010/index (the
website indicates that it includes amendments included
through September 2005, but is currently under review for
accuracy and may be subject to change).
Supplementary technical plans not available on the website
to include, Emergency Response and Hurricane Evacuation
plans, Recreation/Conservation Plans, Transportation Plans
(including Key West International Airport),
Utility/Infrastructure Plans, etc.

Geographic Information System (GIS) mapping data (ArcView
shape files) for existing and future land use, zoning, and
land parcels.
Definition of zoning categories that correspond to zoning
maps/GIS data,
0 Any population projections prepared by or endorsed by the
county.
Monroe County School District current enrollment, enrollment
projections, and capital improvements plan.
Listing and location of noise sensitive land uses/noise
receptors (residents, schools, hospitals, nursing homes,
hotel, etc.)
