ITEM BACKGROUND: An ADA Transition Plan has been developed by Monroe County Project Management in coordination with Bender & Associates Architects, P.A. Project Management has coordinated with the County Administrator and other Sr. Administrators to develop a strategy for the implementation of, and a budget for the ADA plan. PREVIOUS RELEVANT BOCC ACTION: On December 16, 2009, the BOCC approved of a Contract with Bender & Associates Architects for the development of an ADA Transition Plan. Monroe County's Transition Plan has been developed by Monroe County Project Management in coordination with Bert Bender Architects. The work described in the Plan is to be performed by contract with private sector Contractors and some portions of the work may be performed by Monroe County Public Works. Project Management staff has coordinated with the County Administrator and other Sr. Administrators to develop a strategy for the implementation of and a budget for "the Plan ". The work detailed in the plan is estimated to cost $5,355,398.00 and is to be spread out over a five year period starting in FY 2012. Year one budget could be as low as $649,085.00 with each consecutive year increasing in cost. The fifth year could cost as much as $1,693,860.00 and would complete the work of the plan. The budget and schedule can be revised to meet the needs of the County. The exact budget will be determined by the availability of funds for each year of the Plan. The following is a suggested 5 year budget to complete the work. 1. FY 2012 - $ 650,000.00 Priority 1 work items 2. FY 2013 - $ 790,000.00 Priority 1 and 2 work items 3. FY 2014 - $ 990,000.00 Priority 2 and 3 work items 4. FY 2015 - $1,250,000.00 priority 3 and 4 work items 5. FY 2016 - $1,675,398.00 completion of all remaining work items The original cost estimate provided by the Architect is $11,323,000.00. This has been revised downward to $5,355,398.00 by removing items that are not required by the ADA; such as constructing sidewalks in areas where sidewalks do not currently exist. Also removed from the Architect's estimate are facilities being used by the County that are not owned by the County and also eliminated are those facilities that have been improved after the ADA assessment was completed. It is proposed that Project Management will administer the work described in the Transition Plan and coordinate with the Contractors selected to perform the work and to coordinate with Public Works for work to be done by Public Works personnel. The development of a RFP(s) will be required to initiate the process for performing the work. The RFP will include detailed descriptions of the items to be repaired or constructed as well as a schedule for completion.
