A RESOLUTION OF THE MONROE COUNTY BOARD
OF COUNTY COMMISSIONERS RESPECTFULLY
REQUESTING THE FLORDIA DEPARTMENT OF
TRANSPORTATION TO MILL AND PAVE EATON
STREET LOCATED IN THE CITY OF KEY WEST FROM
WHITE STREET TO WHITEHEAD STREET AND THE
GARRISON BIGHT CAUSEWAY FROM NORTH
ROOSEVELT TO PALM DRIVE.
WHEREAS, the Florida Department of Transportation project on North
Roosevelt Blvd will substantially modify traffic patterns in the City of Key West for
more than one year starting in early 2012; and,
WHEREAS, Eaton Street and the Garrison Bight Causeway, while not a planned
part of the detour for the project will experience substantial increases in traffic, especially
commercial vehicles avoiding the increased traffic on the official detour route; and,
WHEREAS, any failure of Eaton Street and the Garrison Bight Causeway during
the North Roosevelt Blvd project will create an extreme hardship on the businesses,
residents, and visitors to the City of Key West by diverting traffic onto small residential
streets; and,
WHEREAS, FDOT already plans surface repairs to parts of South Roosevelt
Blvd that will serve as the formal detour route and which is in a better state of repair
than the sections of Eaton Street and the Garrison Bight Causeway; and,
WHEREAS, The incremental added costs of resurfacing and milling Eaton Street
and the Garrison Bight Causeway would be relatively small as an addition to the basic
project undertaken by FDOT;
NOW THEREFORE BE IT RESOLVED BY THE BOARD OF COUNTY
COMMISSIONERS OF MONROE COUNTY, FLORIDA, that:
1) The Monroe County Board of County Commissioners respectfully requests
the Florida Department of Transportation to mill and pave Eaton Street
located in the City of Key West from White Street to Whitehead Street and the
Garrison Bight Causeway located in the City of Key West from North
Roosevelt to Palm Drive.
2) The Clerk of the Board is hereby requested to forward a certified copy of this
Resolution to the Florida Department of Transportation.

Dear Mr. Kolhage,
The Department is in receipt of your letter and the County's resolution requesting that
the Florida Department of Transportation include milling and resurfacing of Eaton Street and
Garrison Bight Causeway as part of the North Roosevelt reconstruction project.
We have evaluated the Traffic Control Plans for the project and do not anticipate an
increase in traffic along Eaton Street and Garrison Bight Causeway. The detour route in our
proposed plans is a circuitous route that runs along North Roosevelt Boulevard, First Street,
Bertha Street, Flagler Avenue and South Roosevelt Boulevard. See attached plan sheets for
overall detour plan. Eaton Street and Garrison Bight Causeway are located west of the project
limits and will not serve as an alternate route for vehicular traffic avoiding the construction
project. If our Traffic Control Plan changes due to an unforeseen circumstance and it impacts
the roads mentioned in the resolution, the Department will notify the City and County to evaluate
road conditions and coordinate any road maintenance requirements.
