Resolution 149-2013Board of County Commissioners RESOLUTION NO 149 - 2013 A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF MONROE COUNTY, FLORIDA AUTHORIZING THE TEMPORARY CLOSING OF THE NORTHBOUND LANES OF US 1 FROM MM 98.2 TO MM 100 FROM 10 AM TO 11:30 AM. ON THE 4 OF JULY 2013. WHEREAS, The Reporter Newspaper annually sponsors the 4` of July parade in Key Largo; and WHEREAS, it is necessary to temporarily close the Northbound Lanes of US 1 from MM 98.2 at Anthony's Clothing Store to MM 100 at the Holiday Inn from 10:00 AM to 11:30 AM for the Parade; and WHEREAS, the 4` of July Parade usually has between 65 to 70 floats, groups, bands, etc.; and WHEREAS, The Florida Department of Transportation has requested Monroe County also authorize the closure as stated herein; now, therefore BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MONROE COUNTY, FLORIDA, the Board hereby authorizes the closing of the Northbound Lanes of US 1 from MM 98.2 at Anthony's Clothing Store to MM 100 at the Holiday Inn from 10 AM to 11:30 AM for the Annual 4` of July Parade sponsored by The Reporter Newspaper. The planned road closure is for the 38 Annual July 4 th Parade through Key Largo. The Parade begins at 10 a.m. with a duration of approximately one and one -half hours. The diversion of northbound Overseas Highway begins at Almay Street, proceeding north and concludes at the Waldorf Plaza - Holiday Inn area. Traffic from the northbound lane of SR5 is rerouted via Grand Street at the southern end, proceeding north on the southbound traffic lane of U.S. 1 (which is converted to two lanes of traffic during the Parade event). Standard traffic flow is re- established at Laguna Avenue. Throughout the Parade route, marked Sheriffs Office units, plus uniformed officers, Florida Highway Patrol units and volunteers from the Key Largo Fire Department help regulate traffic flow. Units are positioned at various intersections and traffic crossovers to ensure safety as well as traffic integrity. Where necessary, cones and other signaling devices are established to facilitate the smooth flow of vehicular traffic through the area. Please bring this request to the county commission at their May meeting. District 6 Florida Department of Transportation needs a signed and sealed copy of the county resolution, plus the attached application forms. This request also needs to be signed by the Monroe County Sheriff or his designee. H - f immediately 2 Permission for use of State Road 5 (U.S. 1 /Overseas Highway) in Key Largo, FL, between mile markers 98.2 to 100, is granted for Monday, July 4, 2011, between the hours of 9:45 am and 12:00 noon, or as directed by the Department Representative, per the approved route. 3 The Maintenance of Traffic (MOT) plans may be revised at the time of the pre -event meeting. MOT must be in accordance with the Florida Department of Transportation (FDOT) 2010 Design Standards, Index 621, and the FDOT Manual on Uniform Traffic Control Devices (MUTCD). 4 All set -up and dismantling activities shall be performed at the direction of the Monroe County Sheriff's Office in accordance with the conditions stipulated by the applicable agencies. 5 Any existing roadway features in the vicinity of this closure shall be protected from any possible damage by the Permittee. Any damages to FDOT property must be repaired to match or exceed the existing conditions. Restoration and cleaning operations of FDOT Right-of-Way shall be done immediately. 6 In the event of any inclement "weather ", this permit shall be rescinded, and the Department will retain the rights to reschedule the approval time and dates as appropriate. 7 The Department reserves the right to access any portion of the location, as necessary, for maintenance or monitoring activities and there may be a department representative on location, which reserve the right to increase or decrease the approved time frames. 8 Permittee shall properly DISPOSE OF ALL LITTER resulting from activities and all portions of the State Right -Of- Way shall be restored immediately upon completion of the permitted activities, at the direction of the Department Representative. 9 Monroe County Sheriff s Office shall determine the number of police officers required along this event route for the support of the maintenance of traffic plan; however, in all cases, this route will required the use of at least two (2) uniformed officers with patrol cars, and with communications equipment to be available for the maintenance of traffic plan. 10 In the event that it becomes necessary to accommodate passage of any emergency vehicle, passage shall be made available by clearing all personnel and staged equipment that may interfere with its passage immediately. 11 Beginning any work within the FDOT Right -of -way, associated with this permit, constitutes acceptance of the above conditions. 2011 F 692 7 -� Den. 414
