RESOLUTION NO. 388 - 2015
A RESOLUTION BY THE MONROE COUNTY BOARD OF COUNTY
i COMMISSIONERS ASKING THE FLORIDA DEPARTMENT OF
TRANSPORTATION TO CONDUCT A FEASIBILITY STUDY OF
LIGHT RAIL/MONORAIL SYSTEM IN MONROE COUNTY THAT
INCLUDES AN ASSESSMENT OF ANTICIPATED CARBON
EMISSION REDUCTIONS, TRAFFIC REDUCTIONS, AND SEA
LEVEL RISE ACCOMMODATIONS.
WHEREAS, the County passed a Resolution in January, 2011 establishing the
Climate Change Advisory Committee ("CCAC") to make recommendations
regarding climate change mitigation and adaptation strategies; and
WHEREAS, the CCAC prepared a Climate Action Plan for the County which was
accepted in by the COUNTY in March, 2013; and
WHEREAS, Monroe County has undertaken a U.S. 1 Arterial Travel Time and Delay
Study approved Oct 21, 2015 which cited increased traffic volumes and a 48% increase in
delays over 2013; and
WHEREAS, Monroe County seeks to reduce Greenhouse Gas Emissions from mobile
sources which are 460,674 (2012) MYCO2e or 37% of all community emissions and;
WHEREAS, The Monroe County Climate Action Plan addresses action items and goals
including B-4 and B-4.1,
WHEREAS, The Monroe County Climate Change Advisory Committee approved the follow
recommendation September 14th 2015,
NOW THEREFORE BE IT RESOLVED by the Board of County Commissioners of
Monroe County Florida that:
Section 1. The Monroe County, Board of County Commissioners adopts the recommendation
of the Climate Change Advisory Committee.
Section 2. The Florida Department of Transportation is respectfully requested to conduct a
feasibility study of a light rail system in Monroe County. Said study should include
assessments of carbon emission reduction, traffic reduction and sea level rise accommodations.
In addition, FDOT is respectfully requested to study the impacts on Keys' Character and the
impact on the scenic corridor.
