Resolution 196-20160-9-- RESOLUTION NO. 196 -2016 A RESOLUTION BY THE MONROE COUNTY BOARD OF COUNTY COMMISSIONERS WAIVING SECTION 7.01(C)(1) OF THE PERSONNEL POLICIES AND PROCEDURES MANUAL (ANNUAL LEAVE EARNED IN EXCESS OF 320 HOUR ANNUAL LEAVE BALANCE) FOR CARD SOUND ROAD TOLL EMPLOYEES FOR FY 17. WHEREAS, Section 7.01(C)(1) of the Personnel Policies & Procedures Manual ( "Manual ") states that annual leave may be accumulated up to 40 working days with a maximum of 320 hours (based on a full -time schedule; prorated for part-time schedule), and that any time earned in excess of this amount as of April 1 of each year will be lost; and WHEREAS, Monroe County is in the process of converting the current Card Sound Road toll booth from manual money collection to automated toll collection, after which, the current toll collector positions will be phased out; and WHEREAS, management anticipates that the conversion will occur between April and August of 2017; and WHEREAS, management anticipates that some employees may begin leaving their positions early in order to transition into other jobs; and WHEREAS, management anticipates that it may become necessary for remaining employees (including supervisors) to work through this time without taking annual leave; and WHEREAS, in order to gain more flexibility to handle this situation, management requests that the policy in Section 7.01(C)(1) not be applied this year as to Card Sound Road toll collectors and their supervisors. NOW THEREFORE, BE IT RESOLVED BY THE BOARD OF COMMISSIONERS OF MONROE COUNTY, FLORIDA, THAT 1. The provisions of Section 7.01(C)(1) (providing for maximum annual leave accumulation of 320 hours based on a full -time work schedule, and providing that all annual leave time earned in excess of 320 hours as of April 1 of each year will be lost) will be waived on a one -time only basis, for FY 17, as to all Card Sound Road toll collectors and their immediate supervisors up to and including the Operations Superintendent of the Card Sound Road Toll Authority (department 22502), contingent upon prior written approval of the department head and Assistant County Administrator for Public Works and Engineering on a case -by -case basis.
