ITEM BACKGROUND: At a Florida Department of Transportation (FDOT) "Listening Session" in Marathon on 26 April 2017, the jurisdictions present expressed the same concerns about the increasing traffic on U.S. 1 and alternative methods to alleviate the congestion. Among items discussed were "long haul" traffic from the mainland to main destinations, the increase in day tripping both from the mainland and between areas of the County, the need for solutions for "long haul" (from the mainland) and intra- county commuting, as well as intra- county circulation of residents. The FDOT planning staff was supportive of the idea of defining the causation elements as a first step followed by an analysis of what alternatives could address the sources of congestion. PREVIOUS RELEVANT BOCC ACTION: November 17, 2015 — The BOCC adopted Resolution 388 -2015, requesting FDOT to produce an analysis of potential rail options for alleviating traffic. WHEREAS, the Florida Keys, within Monroe County, are a chain of islands connected by 112 miles of US Highway 1 (U.S. 1), extending from Key Largo to Key West, representing the most southerly point of the continental United States; and WHEREAS, Monroe County and its municipalities have adopted policies and regulations in their Comprehensive Plan and Land Development Code to maintain public health, safety, and welfare of the citizens of the Florida Keys and to strengthen our local government capability of managing land use and development; and WHEREAS, Monroe County and its municipalities are totally dependent on U.S. 1 for intracommunity movement; and WHEREAS, U.S. 1 serves as the main conduit for movement of both residents, visitors, and the workforce; and WHEREAS, automobile traffic constitutes the majority of traffic on U.S. 1; and WHEREAS, ideas to reduce traffic on U.S. 1 have been proposed in the past; however there has been no comprehensive study performed that identifies the distinct transportation user groups in Monroe County and evaluates potential solutions to alleviate their differing needs; and WHEREAS, the incidence of significant traffic delays has been increasing annually; and WHEREAS, the County and its residents are concerned that delays are reaching the point at which the workforce, including the tourism industry, will be seriously affected; and M U) c� 0 a U- WHEREAS, the delays are seriously compromising the quality of both residents' lives and the tourist experience; and WHEREAS, protecting the public health, safety, and welfare of the citizens of the Florida Keys and maintaining the level of service of U. S. 1 is essential to the County and its municipalities; NOW THEREFORE BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MONROE COUNTY THAT: Section 1. The Florida Department of Transportation is respectfully requested to undertake the following: 1. Identify and quantify the user groups on US -1 including their distribution in different parts of the County; 2. Determine the proportion of traffic /trips that are long -haul transportation of visitors from outside of Monroe County, internal visitor circulation, worker commuters and commercial traffic, both from outside of the county and within, and normal resident circulation; 3. Utilize transportation user group information to evaluate potential transportation alternative solutions to address each group's particular needs. Section 3.
