Kolhage, District 1 Heather Carruthers, District 3 Sylvia J. Murphy, District 5 County Commission Meeting May 17, 2017 Agenda Item Number: H.7 Agenda Item Summary #2868 BULK ITEM: Yes DEPARTMENT: Planning/Environmental Resources TIME APPROXIMATE: STAFF CONTACT: Rich Jones (305) 289 -2805 No AGENDA ITEM WORDING: Approval of Boating Improvement Fund (BIF) grant funding to various municipalities for boating and waterway projects to be performed in FY'2018, including the Village of Islamorada (Village) for regulatory buoy maintenance in the amount of $10,000 and the City of Marathon for boat launching facility repaving in the amount of $30,000, and direction for staff to draft Inter -Local Agreements (ILA) with the two municipalities. ITEM BACKGROUND: At the February 15, 2012, BOCC meeting the Board approved Resolution No.080 -2012 (attached) establishing policy and procedures for the award of BIF reimbursement funding to the municipalities with Monroe County. The procedures provide for submittal of annual funding requests, a project scoring and selection process, and award of funding through Inter -Local Agreements (ILA) based on funding availability. Staff has received two funding request applications for FY' 18, including: the Village in the amount $15,000 for regulatory buoy maintenance (attached), and Marathon in the amount of $40,000 for repaving at the Quay boat launching facility (attached). Staff has scored the funding requests as indicated below (see attached Score Sheet). 1- 80 pt. Marathon: $40,000 for repaving at the Quay boat launching facility 2- 75 pt. Village: $15,000 for regulatory buoy maintenance Due to total funding requests of $55,000, exceeding the budget of $40,000 for municipality grant funding, staff recommends partial funding of the two grant requests as follows: Marathon: $30,000 Village: $10,000 Based on the award of funding to the recipients, staff will prepare ILA's between the County and the two municipalities for the work to be performed in FY' 18. Staff anticipates bringing the ILA's to the Board in July 2017. Known as the "Sportfishing Capital of the World ", the waters off Islamorada are heavily trafficed by recreation boaters, fishermen, personal watercraft, kayaker and cancers_ To aid in boater safety and facilitate preservation of nearshore waters, flats and reefs, Islamorada established a Buoy Maintenance Program since 2004, maintaining a Florida Uniform Waterway Marker compliant system of 120 byoys and a series of fixed informational markers within Islamorada's 12 ' off -shore jurisdiction in the Atiantic Ocean and the Gulf f Mexico. Islamorada experiences frequent losses and damages to its buoy system as the result of routinely heavy boat traffic, environmental ware, seasonal storm activity and ocassional theft. Under Florida law, and pursuant to Islamorada's Ordinance 03 -10, Islamorada has retained marine contractors to regularly inspect the buoys and markers to ensure operational continuity of the system and the safety of the public and the environment_ To assist with anticipated maintenance costs in FY 17/18, Islamorada requests Monroe County reimburse Islamorada $15,000.00 in Boating Improvement Funds for costs expended in the upcoming fiscal year. Based on orior vears' expenditures and FY 17118 program goals of increased site visitation, permitting additional buoys locations and continued distribution of educational materials, Islamorada's total Buoy Maintenanc Pro- ; gram costs for FY 17/18 are estimated to be $20,000. If awarded, Islamorada will provide $5,000. (25 %) cash toward program costs from its FY 17/18 Parks and Recreation budget. Funded program work would include 1) labor for certified divers to visit buoy and anchoring materials as needed; 2) supplies or replacement buoys, anchor assembly lines, property identification and numbering decals; 3) labor and supplies for buoy instal - I +ions + new rrn4ted loc tinnc as the p ) piltinn of orrl l i ll- `at innnl matpril a Ia LI V111 qL new pe113111LVU VVGILLVIIJ L114 arises; and 4rintinn nnr4 Hictrih WL..M J t+r• u advising boaters about safety issues and waterway marker information. This project is meritorious, useful and needed because without the proper buoy system, boating on the waters of Islamorada would be dangerous and confusing for boaters and harmful to our reefs and wildlife. Description of how project may promote public water access: Islamorada's Buoy Maintenance Program promotes public water access by utilizing 120 highly visible shallow draft buoys marked with GPS identifiers to determine position, warn of dangers and obstructions in navigation and alert boaters and operators of various Federal, State and Local Regulations. Buoys are safer than fixed signs, reduce the severity of boater /sign collisions and are less expensive to erect and maintain. The buoys are ideal for the low- energy environment surrounding Islamorada, where boaters must remain vigilant of manatees and sea turtles year round. The project also promotes safe boating practices and protection of Islamorada's fragile sealife by exhibiting on every buoy the remind: IDLE SPEED NO WAKE 300' FROM SHORE." For boating visitors unfamiliar with the area, Islamorada also distributes educational brochures and rack cards to increase public safety awareness and knowledge of local boating issues. Status of project (is the project designed /permitted if applicable ?) The applicant will provide any pertinent documentation to assist with the review and evaluation of the funding request such as site plans (verifying property ownership), design plans, permits, etc. In compliance with Florida Administrative Code, and Islamorada's Ordinance 03 -10, Islamorada's current waterway maker plan was reviewed and approved by the Florida Fish & Wildlife Conservation Commission's Office of Boating Safety & Waterway Mangement in December 2008. The attached FWCC Permit No. 04 -018 lists the statewide marker identification numbers, latitute /longitude and sign verbiage for each of the 120 approved buoys in the system. This is an ongoing multi year project. Islamorada understands that the period of performance is September 1, 2017 to August 31, 2018. * Requests for funding for revenue generating infrastructure must include an explanation of unmet costs, including fiscal analysis documentation (such as a current annual financial report). It is one of three boat ramps available in the area that is free of charge with open -water access. The popular boat ramp is used by the residents and visitors of the City of Marathon as well as Monroe County. It is estimated that during the week the boat ramp is used from 10 - 30 times daily with those numbers increasing exponentially over the weekend. Due to the volume of high usage the boat ramp is in need of asphalt replacement to address long- overdue maintenance and safety concerns. Please note that the project is designed to address storm water retention and water quality issues relative to run -off.
