WHEREAS, Irene Upshaw Hooper, while working as a school teacher and the Director
of the Girl Scout Camp on Surnmerland Key, led a cooperative effort of the parents of students at
the camp and other interested parties to establish a marine science education program on Big
Pine Key, FL in 1966; and
WHEREAS, over 300,000 youngsters throughout the United States and in fifteen (1
countries worldwide participated in the programs of the Seacamp Association over the fifty (50)
years the programs operated; and

WHEREAS, during her life time, Irene U. Hooper was an advocate for the protection of
Florida's environmental treasures and, in so doing, caused properties surrounding Coupon Bight
to be purchased for preservation; and

1. The Board hereby supports the designation of the pair of bridges, bridge
numbers 900110 and 900111, over Pine Channel on U.S. VS.R. 5 in
Monroe County, FL as the "The Irene Upshaw Hoopei- Menioriai
Bridges".
2. The Board requests the Florida Department of Transportation erect tri
appropriate signage reflecting this designation.
