RESOLUTION NO. 297 -2017
A RESOLUTION BY THE MONROE COUNTY BOARD OF COUNTY
COMMISSIONERS AUTHORIZING ADDITIONAL TEMPORARY
EMERGENCY STAGING AREAS, ON PARCELS OF LAND, AS APPROVED BY
MONROE COUNTY, FOR THE COLLECTION, STORAGE, AND HANDLING
OF VESSELS AND MARINE DEBRIS RELATED TO HURRICANE IRMA,
EFFECTIVE OCTOBER 18, 2017, FOR A DURATION OF UP TO 180 DAYS.

17 WHEREAS, the Board of County Commissioners is the legislative body of Monroe County,
18 Florida; and
19
20 WHEREAS, the Monroe County Mayor declared a State of Local Emergency on September 5,
21 2017 due to Hurricane Irma, stating that a "threat of danger to the populace inhabiting Monroe County"
22 and that the County "may require expedient action in order to protect the health, safety and welfare of
23 the _community;" and
24
25 WHEREAS, Hurricane Irma, a Category 4 hurricane, made landfall in the Florida Keys on
26 September 10, 2017, causing substantial damage to and loss of property; and
27
28 WHEREAS, the Monroe County Mayor continues to issue declarations of a State of Local
29 Emergency, due to Hurricane Irma, again stating that a "threat of danger to the populace inhabiting
30 Monroe County" and that the County "may require expedient action in order to protect the health, safety
31 and welfare of the community;" and
32
33 WHEREAS, the substantial damage to and loss of property caused by the high winds and storm
34 surge from Hurricane Irma resulted in large amounts of sunken, partially sunken and damaged vessels
35 and accumulated debris; and
36
37 WHEREAS, the vessels and marine debris resulting from Hurricane Irma must be collected and
38 stored pending disposal; and
39
40 WHEREAS, governmental agencies are coordinating efforts to remove debris related to
41 Hurricane Irma and require staging areas for the collection, storage, and transfer of such debris; and
42
43 WHEREAS, all parcels will be used as debris removal and vessel staging areas and are not
44 anticipated to have a negative impact on the environment; and
45
46 WHEREAS, in the event of a state of emergency, certain work shall be exempted from requiring
47 a permit, to provide expedient action in order to protect the health, safety and welfare of the community;
