A RESOLUTION OF THE BOARD OF COUNTY
COMMISSIONERS OF MONROE COUNTY, FLORIDA,
REQUESTING THE FLORIDA DEPARTMENT OF
TRANSPORTATION AND UNITED STATES DEPARTMENT OF
TRANSPORTATION TO REPLACE THE SNAKE CREEK
BRIDGE WITH A FIXED BRIDGE OR TUNNEL TO ALLOW AN
UNRESTRICTED FLOW OF VEHICLE AND VESSEL TRAFFIC
AND THAT CAN ACCOMMODATE TWO NORTH BOUND
LANES OF EVACUATING TRAFFIC.
WHEREAS, the Florida Keys, within Monroe County, are a chain of islands connected
by 112 miles of US Highway 1 (U.S. 1), extending from Key Largo to Key West, representing
the most southerly point of the continental United States; and
WHEREAS, the Snake Creek Bridge is a bascule bridge connecting Plantation Key and
Windley Key and is located near mile marker 86 on U.S. 1; and
WHEREAS, the Snake Creek Bridge was completed in 1981 and is the only remaining
drawbridge operating in the Florida Keys and is maintained by the Florida Department of
Transportation; and
WHEREAS, U.S. 1 serves as the main conduit for movement of resident, visitors and
workforce and the Snake Creek Bridge as an operating drawbridge often causes traffic delays on
U.S. 1 and has been identified as a bottleneck in the evacuation models ; and
WHEREAS, protecting the public health, safety, and welfare of the citizens of the
Florida Keys and maintaining the level of service of U. S. 1 is essential to the County and its
municipalities; and
WHEREAS, in consideration of the evacuation needs in the Florida Keys and
susceptibility from hurricane and other storm related events as well as overall affects to traffic;
NOW THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY
COMMISSIONERS OF MONROE COUNTY, FLOIRDA:
Section 1. The Florida Department of Transportation and U.S. Department of
Transportation are respectfully requested to consider replacing the Snake Creek Bridge with a fixed
bridge or tunnel to allow an unrestricted flow of vehicle and vessel traffic and that can
accommodate two north bound lanes of evacuating traffic for improved evacuation clearance times.

Dear Mr. Madok:
Thank you for your November 27,:2017 correspondence to United States Department of
Transportation ( USDOT) Secretary Elaine L. Chao regarding the Monroe :County Resolution No.
17- 1.1 -95 requesting that the Florida Department of Transportation (FDOT) and USDOT
consider replacing the Snake Creek Bascule Bridge on US -1 with a fixed bridge or tunnel to
allow unrestricted flow of vehicles and vessel traffic.
Before I address the specifics of your concerns, let me provide a brief explanation of the role of
the Federal Highway Administration (FHWA) and the Federal -State partnership. The Federal- .
aid Highway program (FAHP) is a federally- assisted, state - administered program. Under the
FAHP, Federal funds are made available to the States for use in implementing their state
transportation programs. The roadway network is actually owned by the State and local
agencies. Therefore, the State agency — in this case, FDOT — is responsible for the design,
construction, maintenance, and operation of roadways on the State's Federal -aid system. FHWA
works closely with FDOT to efficiently and effectively manage public funds and to ensure that
the FAHP is delivered consistent with laws, regulations, policies, and good business practices.
FHWA has contacted FDOT requesting information regarding the existing bascule .bridge. _ On
December 14, 2017, FDOT responded to your Resolution No. 17 -11 -95 letter informing you of
their efforts to address your concerns. FDOT is currently conducting a one -year corridor study
along US -1 which includes an alternative to replace the Snake Creek Bascule Bridge with a new
high -level bridge. As the study progresses, FDOT will provide status updates of the study
findings.
