ITEM BACKGROUND: The Monroe County Mayor declared a State of Local Emergency on September 5, 2017 due to Hurricane Irma, a "threat of danger to the populace inhabiting Monroe County" and that the County "may require expedient action in order to protect the health, safety and welfare of the community." Hurricane Irma, a Category 4 hurricane, made landfall in the Florida Keys on September 10, 2017, causing substantial damage to and loss of property. During the initial recovery phase, many vendors selling various housing products contacted county staff and elected officials to promote their alternative housing products. Staff received several types of housing in emails from various vendors; however, those did not include detailed costs or budget information or details on code compliance. On November 29, 2017 (agenda item C4) county staff and Jim Saunders, local modular housing developer /builder, provided a presentation to the BOCC on Code Compliant Small Modular Units as an affordable alternative housing solution on scattered sites throughout Monroe County. The BOCC directed staff to get started on an RFP and location for construction of a small modular home that meets codes on a site currently owned by the County as a prototype for affordable, workforce housing. Staff will be seeking approval to advertise a RFP for construction of a small modular home that meets codes on a site currently owned by the County as a prototype for affordable, workforce housing, to be used as an example to community members. The County already owns a couple of housing units rented to county staff, based on a lottery. After bidding and constructing this prototype, and using it as a model home, the unit could be rented in the same way. The County owns: Key Largo Park duplex 2 units that are 1,300 SF each. The rent is $550 /month ($5 /SF /year) D.3 Big Pine Key Park unit that is 2,006 SF. September 27, 2017 (F1) Board discussed permanent housing for displaced residents and workers, including possible temporary changes in codes and re- evaluation of Land Authority priorities. Mr. Shillinger addressed the Board. After discussion, Board directed staff to continue to have an item on the agenda to target the issues concerning Hurricane Irma Recovery. Provided turnkey program management — client applications & income qualification, case management, developed RFP to hire contractors for demolition of sub - standard homes & installation of new homes, managed complete construction process including three (3) contractors (work orders, change orders, site inspections, billing & accounting, etc.) and the like. Brought program in under budget. 82 low- income families received new, windstorm -rated mobile homes. • May 2009 — applied for / approved as a HUD Housing Counseling Agency.
