ITEM BACKGROUND: Hurricane Irma made landfall in the Florida Keys on September 10, 2017. The Mayor of Monroe County issued a declaration of a State of Local Emergency on September 5, 2017 (and another on September 12, 2017) due to Hurricane Irma, and consistent with §553.80 F.S. The County Building Official authorized certain emergency work be exempted from permit fees, to provide expedient action in order to protect the health, safety and welfare of the community. These numbers indicate requests for permits are slowly decreasing. Fee waivers have increased because they are based on permit issuance. The final week of September resulted in $9,641 of fees waived. In October this number increased to $270,369; November $348,573; December dropped to $270,378; but January increased again to $365,612 (two commercial permits accounted for $158,000 of the total for January.) Through January 31, 2018 the County has waived $1,267,810 for 2,725 permit applications. Projecting February and March based on both the amount of emergency permits applied for thus far and the trend toward lower volumes of permit applications, staff is estimating the total amount of fees waived for emergency building permits to be approximately $1,800,000. Roofing permits account for 22% of the permits and 47% of the fees waived and interior /exterior remodel /repair permits account for 13% of the permits and 28% of the waived fees. Together these two permit types have accounted for 75% of the total waived permits fees. Across the County the City of Marathon waived certain permit fees for 60 days ending on November 16, 2017, the City of Key West issued emergency permits for no fee until December 1, 2017, and Islamorada, Village of Islands is waiving certain emergency permit fees until March 24, 2018. PREVIOUS RELEVANT BOCC ACTION: On September 27, 2017 the Board of County Commissioners adopted Resolution 222 -2017 which temporarily suspended fees for 18 permit types issued as emergency permits for 180 days which ends on March 24, 2018. On October 18, 2017 the Board of County Commissioners adopted Resolution 291 -2017 which amended Resolution 222 -2017 by adding four additional permit types related to temporary housing for a total of 22 permit types issued as emergency permits for 180 days which ends on March 24, 2018. CONTRACT /AGREEMENT CHANGES: N/A STAFF RECOMMENDATION: Discontinue waiver of the collection of building permit fees after March 24, 2018, consistent with resolution adopted and with other cities in the County who have already stopped waiving permit fees.
