ITEM BACKGROUND: The US 1 Arterial Travel Time and Delay Study (ATTDS) is performed biennially to monitor the Level of Service (LOS) on US 1. The study is conducted for purposes pursuant to Sections 114-2 and 114-d overall and segment LOS on US 1 is LOS C, represented by a median speed of 45 mph. The 2017 study reports an overall LOS C on US 1 with a median speed of 46 mph. Within unincorporated Monroe County, all segments currently operate at a LOS C or better; three segments dropped in LOS and three segments increased in LOS. Within unincorporated Monroe County three segments operate at a LOS C. Duck Key (segment 15) and Long Key (segment 16) both fell from LOS B to LOS C, the lower LOS is due to the methodology procedure and not a median travel speeds (i.e. not lower speeds but changes to posted speed limits); Big Pine Key remained at LOS C. The LOS increased in Saddlebunch (segment 4) and the 7-Mile Bridge (segment 12); both improved from LOS C to LOS B.
