ITEM BACKGROUND: transportation planning functions have been funded under a Joint Participation Agreement (JPA) ANQ53 with the Florida Department of Transportation (FDOT). JPA AQN-53 authorizes reimbursement at 87.5% from FDOT for up to two full time transportation planning positions and for a transportation engineering consultant. The county uses this contract for transportation concurrency review, traffic engineering support, the biennial US 1 Arterial Travel Time and Delay Study, and to perform miscellaneous transportation planning studies. Additionally, funding is utilized for consultants to provide assistance for private development review; maintenance and updates to the long-range transportation plans, comprehensive plan and/or land development code, as necessary. Given that Monroe County has been significantly impacted by Hurricane Irma and is incurring the significant costs of the recovery efforts, after a discussion with FDOT staff regarding the possibility of waiving the local costs requirements, we submitted a request letter to FDOT requesting to waive the 12.5% local match fund from our Join Participation Agreement for Transportation Planning Services. FDOT responded to our request with a new supplemental agreement amendment to the original contract waiving the local match and funding the current Join Participation Agreement (JPA) at 100%. The current total balance amount of the JPA contract is $311,417.9, with the 12.5% local match totaling $38,927.24. This amendment eliminates the $38,927.24 local match cost. PREVIOUS RELEVANT BOCC ACTION: May 16, 2012 -Approval of JPA AQN-53 in the amount of $150,000 for the transportation program.
