ITEM BACKGROUND: The Monroe County Mayor declared a State of Local Emergency on September 5, 2017 due to Hurricane Irma, a Category 4 hurricane, made landfall in the Florida Keys on September 10, 2017, causing substantial damage to and loss of property. During the initial recovery phase, the BOCC passed and adopted Resolution No. 218-2017 allowing the placement of temporary emergency housing for temporary occupancy by residents displaced by Hurricane Irma on mobile home parks and recreational vehicle (RV) parks, gave authority to the Planning Director and Building Official to approve the locations for the temporary emergency housing, and commenced September 5, 2017, for an initial duration of up to 180 days, to end on March 4, 2018. The County has experienced significant damage to homes, particularly mobile home structures, and must utilize available locations to provide secure temporary housing for the disaster recovery of the community; and mobile home parks and RV parks provide larger areas with utility hook-ups to place FEMA manufactured housing units and travel trailers. The allowance of temporary emergency housing on mobile home parks and RV parks will provide for expedient action in order to protect the health, safety and welfare of the community. ìÛÙÑ×ÈìÕ ê The temporary emergency housing unit(s) at mobile home parks and RV parks may remain on the site for a period not to exceed 180 days, and may only be extended at the discretion of the BOCC by an additional resolution. Consistent with LDC Section 103-1 for the other types of allowed temporary emergency housing, staff recommends providing an additional 180 days for the issuance of building permits and placement of temporary emergency housing at mobile home parks and RV parks, through August 31, 2018. PREVIOUS RELEVANT BOCC ACTION: On September 27, 2017, the BOCC passed and adopted Resolution No. 218-2017 allowing the placement of temporary emergency housing at mobile home parks and RV parks for the temporary occupancy by residents displaced by Hurricane Irma, pursuant to the Planning Director and Building Official approving the locations for the temporary housing, commencing September 5, 2017, for a during of up to 180 days (which expires on 3/4/18), pursuant to Section 103-1(b) of the Monroe County Land Development Code.
