Item D3D.3 t, BOARD OF COUNTY COMMISSIONERS County of Monroe Mayor Sylvia Murphy, District 5 The Florida Keys l'U Mayor Pro Tern Danny Kolhage, District 1 pw° Michelle Coldiron, District 2 Heather Carruthers, District 3 David Rice, District 5 County Commission Meeting January 23, 2019 Agenda Item Number: D.3 Agenda Item Summary #5136 BULK ITEM: Yes DEPARTMENT: County Attorney's Office TIME APPROXIMATE: STAFF CONTACT: Bob Shillinger (305) 292-3470 N/A AGENDA ITEM WORDING: Approval of an option contract to purchase Conch Trailer Court on Conch Key for affordable housing. ITEM BACKGROUND: This acquisition is proposed as an affordable housing site in response to the Board's post -Hurricane Irma direction to acquire and redevelop trailer parks as workforce housing. The subject property is a 16,120 square foot site at 2 North Conch Avenue on the bay side of Conch Key near mile marker 63. The property has a total of 17 trailer sites, of which 6 are currently occupied. The County has recognized the property as having the rights to 17 market -rate, ROGO- exempt units (12 permanent and 5 transient). The property has a tier designation of Tier 3 — Infill Area, a zoning designation of Commercial Fishing Special District 16, and a flood zone of AE 10. The Southeast Florida Regional Climate Change Compact 50-year sea level rise projection is 14 to 26 inches by the year 2060. In the event of a 12-inch increase in sea level, estimates provided by the South Florida Water Management District indicate approximately 807 square feet of this property will have a 25.1 % to 74.9% probability of being inundated. For a non-refundable option fee of $10,000, the contract provides the County the option to purchase the entire site together with the rights to the 12 permanent ROGO-exempt units for the price of $1,000,000. The option period is from January 30, 2019 to December 26, 2019. The estimated closing costs for this transaction will be approximately $4,960.50. The Seller will retain the rights to the 5 transient ROGO-exempt units. There is a companion resolution on the Land Authority agenda to pay the County's $10,000 option fee. Staff proposes to submit an application for a Community Development Block Grant — Disaster Recovery (CDBG-DR) grant to obtain funding for the purchase price and site development costs.
