ITEM BACKGROUND: Maggie Whitcomb, of the Florida Keys Community Land Trust, has requested approval of a resolution by the Monroe County Board of County Commissioners authorizing the placement of temporary emergency housing for emergency relief workers, for a period of three (3) years, at the following properties on Big Pine Key: 31065 Avenue F; 31371 Avenue F; 30035 Linda St.; 31121 Avenue G; and 31250 Avenue I; pursuant to Monroe County Land Development Code Section 103- 1(e). All five properties are owned by Conch Republic Housing Alliance, LLC, who is partnering with the Applicant. The temporary emergency relief worker housing is to be occupied by relief workers employed by Florida Keys Community Land Trust doing construction work on Hurricane Irma recovery projects. The applicant plans to have up to two (2) Airstream type RVs on each site, housing up to three (3) construction workers per RV. BACKGROUND INFORMATION as The Monroe County Mayor declared a State of Local Emergency on September 5, 2017 due to Hurricane E Irma, a "threat of danger to the populace inhabiting Monroe County" and that the County "may require expedient action in order to protect the health, safety and welfare of the community." At 9:10 a.m. on September 10, 2017, Hurricane Irma made landfall near Cudjoe Key as a Category 4 Hurricane with maximum sustained winds of 130 mph. Significant damage has occurred to the housing stock. The damage caused by Hurricane Irma has displaced a large population of County residents, which has greatly increased the demand for repairs and replacement housing. This request is to place up to two Airstream trailers per lot that will house up to 3 construction workers in each trailer. Each lot will be fenced with chain link fencing to secure the property. The proposed resolution specifies the requested placement and duration of the temporary emergency housing for emergency relief workers. IV.
