AGENDA ITEM WORDING: Approval of an Amendment to the Agreement with the Statewide
Guardian Ad Litem Office for the County's reimbursement of Child Advocate Manager services to
increase the salary of the Child Advocate Manager position from $18.50 per hour to $22 per hour for
the remainder of the original term expiring 6/30/2019, while maintaining the original not to exceed
amount of $63,000.
ITEM BACKGROUND: For many years, the County hired and placed a Child Advocate Manager
and one other position within the local Guardian Ad Litem office; both were County employees but
supervised by the local Guardian Ad Litem program. Pursuant to F.S. 39.8297, enacted in 2012, if
Counties provide funding for positions in the GAL program, they may enter into an inter-local
agreement with the GAL program, which at a minimum, provides that the GAL program will
indemnify the County for any violation of state and employment laws.
On 5/16/18, the BOCC approved an agreement with the Statewide GAL Office for the County to
reimburse 100% of the actual cost of salary for Child Advocate Manager Services at the rate of
$18.50 per hour @ 40 hours per week, effective 7/1/18 and expiring 6/30/19, with costs not to
exceed $63,000. If approved, this amendment will increase the salary of the Child Advocate
Manager position to $22.00 per hour @ 40 hours per week for the remainder of the original term
expiring 6/30/19 while maintaining the original not to exceed amount of $63,000. All other terms
and conditions of the Agreement approved 5/16/18 remain the same.
