AGENDA ITEM WORDING: Appointment of a substitute and an alternate member for the
Monroe County Canvassing Board for the 2020 primary and general elections.
ITEM BACKGROUND: Florida law designates the County Commission chair(i.e. the Mayor)to
serve as a member on the County Canvassing Board. F.S. 102.141. That statute further requires the
Board to appoint another member as a substitute if the Mayor is unable to serve. Since Mayor
Carruthers' commission seat is up for election this year, it is necessary to appoint another
commissioner to serve as her substitute on the Canvassing Board.
The statute also provides for the appointment of an alternate in the event the designated member is
unable to attend a particular meeting of the Canvassing Board. Due to the anticipated increased
volume of vote by mail ballots, it would be prudent to appoint a second commissioner as the
alternate in the event it is necessary for the Canvassing Board meet over several days to complete its
duties.
