At thc capital I was informed dnt this wa.'i truc and given the list of names in this group and h~ld assumed they were thcre with minc and the Commission's knowledge. I had not been infonned and was not sure ifthc other commi~sioner's were participants in their selection or if this was a phantom ~lgency, i.e. non-elected or without the knowledge of the citizens. At the Ineeting, FDOT, DCA, our State Representative and others were aware that Miami-Dade had vetoed the pn:vious scenario put forth by this grollp that called for two lanes that allowed the use;:: of one shouldcr for escape in case of hurricane. This conliguration was declared unacceptable to Miami-Dade that has two-thirds of this stretch in their county. Mic,illli.n,lde then yoted to adopt the Miller plan that was commissioned by the Govemor a year ago that called for onc lane south and two lanes leaving the Keys. This is the plan acceptable to the Cities of Key West and Marathon. The people on this list arc not representatives of this county nor have they been authorized by the citizcns oft1:is county. Therefore, I would move that the names on this list be replaced by all the people ofthe;::se Keys by calling for a survey of un the registcred voters of Monroe County, per10rrned by our Supervisor of Elections, that alh.>ws all the citizcns to have a voice in the structuring of this small strctch of US I that has causcd so many accidents and deaths.
