Scope of Services
for
Key West International Airport
URS Corporation Southern (URS) shall perform planning, engineering, environmental and design
services for the following tasks:
A) Government Road Exotic Removal and Revegetation,
B) Finger-fills Removal Project at the East Martello Property,
C) Removal of Exotic / Nuisance Vegetation and General Cleanup of the East Martello
Property, and
D) Mangrove Trimming.
Some of the above tasks have been combined into singular projects to minimize costs and expedite
completion of those tasks. For location of proposed work see Exhibit 1.
Scope of Services for the following Projects are based on the following assumptions:
PROJECT NO.1
Government Road Exotic Removal and Revegetation
Tasks: Remove exotic vegetation along the north and south sides of Government Road
from the airport access gate, eastward to the turn of Government Road. Exotics to be
removed are primarily Australian Pine, Brazilian Pepper, Leather Leaf, Cuban Mahoe
and other species listed by the Florida Keys Exotic Removal Task Force. Following
removal of the exotics, plant native vegetation along the south side of Government Road
in a series of planters so as to form a natural visual buffer from Government Road. All
work shall be contained within the Airport's right-of-way, with the exception of the
removal of one Norfolk Island Pine that appears to be on private property. Additionally,
remove the existing wooden privacy fence along the south side of Government Road.
Services shall include design and preparation of construction plans, Contract Documents,
advertisement for bids, review and recommendation of a contractor (Bid Phase Services),
and construction management and inspection (Construction Phase Services).
Coordination with permitting agencies shall be provided to the extent required for design
and the issuance of construction plans. The contractor shall obtain all other permits
necessary to perform the work.
Finger-fills Removal Project at East Martello Property
Tasks: Remove existing finger-fills extending into the salt ponds on the East Martello
Property but leave a few mangrove islands to act as refuges and nesting areas for birds
utilizing the salt ponds, All work shall meet the requirements of Consent Order No, 90-
696-CA-18. The Consent Order does not require installation of plant material, therefore
it is not included. Project limits for fill removal shall extend landward to the greatest
extent practicable, while retaining a perimeter service road around the bunker area,
Make grades suitable - and incorporate access points - for Crash, Fire and Rescue
personnel. Remove trash and rubble within the project limits.
Services shall include design and preparation of construction plans, Contract Documents,
advertisement for bids, review and recommendation of a contractor (Bid Phase Services),
and construction management and inspection (Construction Phase Services).
Coordination with permitting agencies shall be provided to the extent required for design
and the issuance of construction plans. Services shall also include the preparation and
submittal of one permit application package to the V,S, Army Corps of Engineers, The
contractor shall obtain all other permits necessary to perform the work.
Removal of Exotic / Nuisance Vegetation and General Cleanup of the East Martello
Property
Tasks: Remove exotic and nuisance vegetation on the East Martello Property from the
west end of Runway 9, including the adjacent salt ponds and the bunker area, to the
westernmost salt pond. Remove existing fencing from the bunker, secure bunker doors,
and fill any open manholes and pits. Remove previously dumped landscape material,
household refuse, trash and construction rubble. Coordinate the limits of this project
with the limits of work for the Finger-fills Removal Project. All work shall meet the
requirements of Consent Order No. 90-696-CA-18.
Services shall include design and preparation of construction plans, Contract Documents,
advertisement for bids, review and recommendation of a contractor (Bid Phase Services),
and construction management and inspection (Construction Phase Services).
Coordination with permitting agencies shall be provided to the extent required for design
and the issuance of construction plans. The contractor shall obtain all other permits
necessary to perform the work.
PROJECT NO.2
Mangrove Trimming Project
Tasks: Trim mangroves in conformance with FAA requirements for the Runway
Protection Zones (RPZ's) at both ends of the runway. Limits of work on the east-end of
the runway shall be the same as previously trimmed, circa 1997; the west-end was not
previously trimmed. Although the previously issued Consent Order is not expected to
be applicable to this project, all work shall be coordinated with the Florida Department
of Environmental Protection (FDEP) for the trimming of mangroves. Provide a 20-ft.
wide access point for Crash, Fire and Rescue personnel into the salt pond at the west-end
of the runway. The access point shall be aligned with the centerline of the runway,
Services shall include design and preparation of construction plans, advertisement for
bids, review and recommendation of a contractor (Bid Phase Services), and construction
management and inspection (Construction Phase Services). Coordination with
permitting agencies shall be provided to the extent required for design and the issuance
of construction plans. The contractor shall obtain all other permits necessary to perform
the work.

EDvironmental Mitigation EnhancelDeDt Projects
Dear Ms. Moore:
We have performed an independent fee estimate for professional environmental planning and
engineering senices associated with the four (4) environmental mitigation enhancement projects at
the Key West International Airport, including:
Project A Government Road Exotic Removal and Revegeuuion,
Project B Finger-fills Removal Project at the East Manello Property,
Project C Removal ofExoticINuisance Vegetation and General Cleanup of the
East Manello Property, and
Project D Mangrove Trimming
The independent estimate is based on the pro-fonna spreadsheets and scope of services, which were
provided by your consultants, URS. We have submitted 8 detailed breakdown of tile man-hour
estimate and out-of-pocket expenses for each project your review. We assumed that these projects
would be accomplished during the same time period by your consultants.
Based on the man-hour estimates prepared, our independent estimate of the professional services fees
for the Environmental Mitigation Enhancement Projects at Key West International Airpon is
SI91,000. Our analysis provides one approach to completing the scope of work for the projects.
Your consultant's hourly rates may vary based on level of expertise and associated salaries for each
labor category. We would recommend that you not compaJ.'e fees for each individual project but
compare the overall fee for the project.
