WHEREAS, the concept that all persons are entitled to equal protection of the law is
derived from the 14th Amendment to the U.S. Constitution; and
WHEREAS, Title VIII of the Civil Rights Act of 1968 is known as the Federal Fair
Housing Act; and
WHEREAS, under the Civil Rights Act of 1968, U.S. Congress made it clear that once
and for all discrimination in housing based on race, color, religion or national origin is against
the law; and
WHEREAS, in 1974, U.S. Congress also prohibited discrimination based on sex; and
WHEREAS, in 1988, U.S. Congress amended the law to prohibit discrimination against
handicapped persons and families with children as well as protection to victims of Acquired
Immune Deficiency Syndrome (AIDS); and
WHEREAS, Monroe County, through its housing and community development programs
administered by the Monroe County Housing Authority with the support of the Board of
Realtors, Civil Rights groups, and community development organizations supports Title VIII and
the principles it embodies.
NOW, THEREFORE, by virtue of the power vested in me as Mayor of Monroe County,
Florida, I, CHARLES 'SONNY' MCCOY, do proclaim the Month of April, 2002 as
FAIR HOUSING AND COMMUNITY
DEVELOPMENT MONTH
in Monroe County and encourage the continued cooperation with the Community Fair Housing
and Civil Rights groups throughout the Florida Keys.
