AGENDA ITEM WORDING: Approval to purchase a wastewater treatment plant site at MM 100.5
on Key Largo.
ITEM BACKGROUND: Joint Resolution #093-2002 adopted by the BOCC and FKAA calls for the
BOCC to "obtain and convey to the FKAA in fee simple the proposed wastewater treatment plant site
approved by FEMA at miler marker 100.5." The BOCC subsequently adopted Resolution #156-2002
confirming Key Largo Trailer Village, located at MM 101.5 bayside, as the primary area to be served
by this wastewater treatment plant.
The proposed treatment plant site at MM 100.5 is a 20.8 acre site located on the oceanside of Key
Largo and fronts US 1 between Atlantic Drive and Central A venue. The property is zoned Suburban
Residential (SR) and Suburban Commercial (SC). The vegetation consists oftropical hardwood
hammock with a 1.5 acre disturbed area. The site is located within the CARL Florida Keys Ecosystem
and is subject to an 80% open space requirement. The cost of acquiring the site is identified in the
BOCC/FKAAjoint resolution as "an eligible expense from funding under the [FEMA] Unmet Needs
Program and/or the required matching grant dollars." Staff is negotiating with the property owner and
will provide a report and/or proposed purchase contract at the Board meeting.
PREVIOUS RELEVANT BOCC ACTION: The BOCC approved the above referenced resolutions
on February 14,2002 and March 20, 2002.
