AGENDA ITEM WORDING: Discussion of how to best utilize the EPA and County match
dollars to eliminate cesspits, unknown systems, and to provide a demonstration project to
meet EPA requirements.
ITEM BACKGROUND: A delegation of EPA advisors toured possible demonstration sites in
Monroe County on February 23rd and met with several County Commissioners. The
recommendation of that committee will be made available to all interested parties.

Supplemental Information for Agenda Item L-9 c); First Day,
February 13,2001, RaCC Meeting
Enclosed are a spreadsheet and supporting maps for the above referenced agenda item related to
the EP A funded project for provision of on-site wastewater treatment systems through a
decentralized wastewater management entity. The maps depict Cold Spot areas proposed for
initial inclusion in the EP A, State, and County funded project to upgrade existing permitted on-
site systems to meet wastewater treatment standards. The spreadsheet provides specifics on the
number of unknown systems (will or arc currently being upgraded), unknown systems-resolved
(already upgraded), permitted systems (developed lots), and total number of lots by subdivision
within each Cold Spot.
The candidate Cold Spot areas were recommended by staff based on such factors as tht:. ]) number
and proximity of existing pennitted systems yielding opportunities for clustering of on-site
wastewater treatment and disposal systems; and 2) the likelihood that existing systems will not be
incorporated into any central systems proposed for nearby Hot Spots. The preliminary three top
candidates for this program arc: I )Summerland Key (Project #6); 2) Upper Sugarloaf (Project #4);
and, 3) Cudjoe Key (Project #5).
