AGENDA ITEM WORDING: Approval for the Director of Budget and Finance to serve as the
Authorized Representative for the American Rescue Plan (ARP) Act of 2021. The Authorized
Representative will have the responsibility to electronically sign and submit documents in the U.S.
Department of Treasury grant portal for the Coronavirus State and Local Fiscal Recovery Funds.
ITEM BACKGROUND: The American Rescue Plan (ARP)was passed by Congress on March 10,
2021 and signed into law on March 11, 2021. ARP will deliver $350 billion for eligible state, local,
territorial, and Tribal governments to respond to the COVID-19 emergency to help bring back jobs,
address pandemic's economic fallout, and lay the foundation for a strong, equitable recovery. The
legislation includes $65.1 billion in direct, flexible aid to every county in America, as well as other
crucial investments in local communities. Monroe County will receive $14,417,919 with an initial
disbursement of$7,208,959.50 and the balance will be disbursed one-year from the first
disbursement.
