AGENDA ITEM WORDING: Approval of a First Amendment to the Task Order with T.Y. Lin
International (TY Lin) for Professional Design and Permitting Services for the Stock Island
Detention Center Main Electrical Upgrades Project This Amendment removes the 104-day time
constraint because the work extended beyond the original end date. There are no additional tasks or
costs added.
ITEM BACKGROUND: The electrical system at the Monroe County Detention Center is nearly 30
years old. Due to multiple electrical outages, an emergency study was performed by Schneider
Electric to evaluate the conditions of the building. A report was completed in January 2019 and
provided to the County which outlined corrective actions needed in order to ensure the safety of
inmates, employees and visitors. Due to unforeseen issues including the Covid-19 pandemic and the
emergency electrical fire at the jail, Monroe County and TY Lin were not able to meet the expected
milestones outlined in the Task Order. This Amendment to the Task Order will remove the 104-day
time constraint.
PREVIOUS RELEVANT BOCC ACTION:
1/17/18 —BOCC approved an Agreement for On Call Professional Engineering Services with TY
Lin.
8/21/19—BOCC approved a Task Order for Monroe County Detention Center Upgrades

FIRST AMENDMENT TO TASK ORDER

BETWEEN MONROE COUNTY AND TY LIN INTERNATIONAL
FOR STOCK ISLAND DETENTION CENTER MAIN ELECTRICAL UPGRADES
In accordance with the Consultant Agreement for On Call Professional Engineering Services,
made and entered into on January 17, 2018 between MONROE COUNTY, ("County") and TY
LIN INTERNATIONAL, ("Consultant"),where professional services are allowed if construction
costs do not exceed$4,000,000.00, or for study activity if the fee for professional services for each .2
individual study under the contract does not exceed $500,000.00 ("Agreement"), as provided in
Subsection 287.055(2)(g), Florida Statutes, as amended by Section 2, Chapter 2020-127, Laws of
Florida, pursuant to which Paragraph 2 of the Recitals of the Agreement is hereby modified, the
parties enter into this First Amendment to the Task Order with an effective date of August 21,
2019 ("Task Order"). 0
All terms and conditions of the Agreement apply to this First Amendment, unless this First
Amendment amends, adds, or modifies a provision or an Article of the Agreement of which will
be specifically referenced in this First Amendment and the amendment, addition, or modification
shall be precisely described.
This First Amendment to the Task Order is effective on the 16th day of June 2021. °®

parties agree as follows:

amended to remove the 104-day time constraint.
All other Terms and Conditions of the Task Order and Agreement remain unchanged and in full
force and effect.

Thank you for providing TYLIN International (TYLI) an additional opportunity to be of service to Monroe
County at the Stock Island Main Detention Center for the main electrical service panel upgrades. After c)
reviewing the provided electrical study by Schneider Electric and our initial investigation, TYLI is pleased
to submit a lump sum proposal for the Design Services of$78,500 with an additional $12,000 for Post-
Design Services, as outlined to address the issues listed in the Schneider Electric study.

PDF formats.
Schedule:
The design work for these services is anticipated to be 60 calendar days from the issuance of the Notice
to Proceed, with an additional 30 calendar days after receipt of the 60% review comments for the 100%

submittal, and 14 calendar days after receipt of the 100% review comments for the final document

Proposed Payment Schedule:
• 60%-at submission of 60%documents.
• 30%-at submission and acceptance of final documents
• 10% -at acceptance of final documents
Exclusions:

1) Pre-construction activities, such as procurement assistance and re-designs due to bidder RFI's.
2) Post design services during construction are limited to one on-site meeting, responses to RFIs,
review of submittals and review of shop drawings. Other items, such as pre bid meetings, field
supervision and inspection of the installations for compliance,are not included the basic scope of
work and will be considered additional services.
3) Only those designs and description of services noted in the previous sections are included and no
other work is intended or inferred.
4) Any additional services required from TYLI will be on a negotiated basis, at the time of service °®
request, and a supplemental work task order will be issued to authorize the work and payment.
General Requirements/Assumptions:
0
1) Allowance for two on -site meetings during the design phase and one one-site meeting during the
post design phase,with additional meetings as additional services, as needed.
2) Any modifications to the general scope described in this proposal will be considered additional
services.
