ITEM BACKGROUND: The Monroe County Land Steward manages approximately 3,800 County-owned (BOCC and MCLA) conservation parcels and an additional 600 State-owned conservation parcels through a State Lands management lease. The Land Steward's office is currently staffed by a Land Steward and an Assistant Land Steward. The existing Assistant Land Steward is based in Key Largo and focuses on the management of the County's conservation lands in the Upper Keys. The proposed position would assist the Land Steward with the maintenance and management of the conservation lands located in the Lower Keys. As with the current Land Steward and Land Stewardship Assistant positions, the proposed position would be funded from the Monroe County Environmental Land Management and Restoration Fund (Fund 160, a/k/a the "MCELMR" fund, a non-ad valorem fund). The MCELMR fund receives revenue from permitting mitigation fees and has a current fund balance of approximately $4,344,861. The fund can only be used for restoration and management activities of public resource protection and conservation lands. Current annual land stewardship expenditures from MCLEMR are approximately $250,000 - $300,000, including staff salaries. Additionally, the Land Steward has received annual funding from the Florida Fish & Wildlife Conservation Commission ("FWC") - Invasive Plant Management Section, for the removal of invasive exotic plant species from County conservation lands. This FWC program typically provides $150,000 -$175,000 in exotic removal funding annually. The County has "ramped up" its land acquisition program and has acquired more Tier III lands, which typically require more clean-up work and invasive exotic plant removal work than an average large Tier I parcel. As more lands are acquired the land management needs will increase. An additional position and the associated funding will provide for expanded land management capabilities and a higher level of service in regards to the management of County conservation lands.
