AGENDA ITEM WORDING: Approval of a resolution appointing Chris Todd Young to the
Affordable Housing Advisory Committee as the District 2 citizen who is actively engaged as an
advocate for low-income persons in connection with affordable housing.
ITEM BACKGROUND: Chris Todd Young has been Executive Director for Habitat for Humanity
of the Middle Keys since 2011 and fits the category of"One citizen who is actively engaged as an
advocate for low-income persons in connection with affordable housing."
PREVIOUS RELEVANT BOCC ACTION: Item R.2. on the March 17, 2021, BOCC agenda was
adoption of an ordinance to update the Affordable Housing Advisory Committee (AHAC)
membership requirements to be consistent with updates to Florida Statute.
All previous members' terms are now expired. The committee may have between 8 and 11 members,
which would equal a maximum of 2 appointees per commissioner, plus the elected official.
In 2009, the BOCC adopted Resolution 062-2009, which outlines which BOCC member appoints
members for each listed category, and specifies that the terms of office shall coincide with the term
of the appointing commissioner.

A RESOLUTION OF THE MONROE COUNTY BOARD OF
COUNTY COMMISSIONERS APPOINTING CHRIS TODD
YOUNG TO THE AFFORDABLE HOUSING ADVISORY
COMMITTEE PURSUANT TO F.S. 420.9076 AND M.C.C. § 2-700.
WHEREAS, Monroe County participates in the State Housing Initiatives Partnership Program
(SHIP) and is a recipient of funding for its affordable housing programs and activities; and

WHEREAS, Monroe County, as a participant in SHIP, has developed and implements a local r_
housing assistance plan (LHAP) created to increase the availability of affordable housing to very low,
low and moderate income persons, essential services personnel, and those with special needs; and

WHEREAS, recent statutory changes in F.S. Section 420.9076 require the appointment of
individuals with various perspectives to serve on the Affordable Housing Advisory Committee (AHAC). E

NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY cLN
COMMISSIONERS OF MONROE COUNTY, FLORIDA:
Section 1. The Board appoints Chris Todd Young, Executive Director of Habitat for Humanity,
as the citizen actively engaged ad an advocate for low-income persons in connection with v
affordable housing to serve on the Affordable Housing Advisory Committee.
PASSED AND ADOPTED by the Board of County Commissioners of Monroe County, Florida,
at a regular meeting of the Board held on the 16th day of June, 2021.
