ITEM BACKGROUND: Currently the Governor's proposed 2004-2005 State Budget calls the funding of the Affordable Housing Trust fund of $192,999,493. Under the proposed budget, Monroe County will receive $633,319, an amount which is $605,159 below full funding of $1,238,478. Additionally, this year the reauthorization of the Affordable Housing Trust Fund as a dedicated source of revenue for affordable housing is before the Governor and Legislature. DISPOSITION: Rev. 01/03 RESOLUTION NO. - 2004 A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF MONROE COUNTY, FLORIDA URGING THE FLORIDA LEGISLATURE TO REAUTHORIZE AND FULLY FUND THE STATE AND LOCAL HOUSING TRUST FUNDS FOR FISCAL YEAR 2004-2005. WHEREAS, the Governor's proposed Fiscal Year 2004-2005 Budget reduces the State Housing Trust Fund, which funds such programs as SAIL, by approximately $52 million and reduces the Local Government Housing Trust Fund, which funds such programs as SHIP by approximately $115 million; and - WHEREAS, the state and local housing trust funds must be reauthorized in 2004, and to that end the Senate has filed SB 1000 and SB 1002, reauthorize the state and local housing trust funds; and WHEREAS, the William E. Sadowski Affordable Housing Act of 1992 deliberately used the documentary stamp tax as its revenue source because of its nexus with the development of affordable housing and because it is a growth vehicle, necessary to keep pace with escalating land and housing costs; and WHEREAS, without a trust fund that can rely on full funding of a dedicated revenue source, housing funding will be uncertain and will likely remain stagnant or decrease; and WHEREAS, the trust funds should not be reduced, because they are the single greatest highly leveraged economic engine for our economy, and serve first time homebuyers, working families, the elderly, persons with disabilities, and the homeless; and WHEREAS, the estimated loss in SHIP funding for FY04-05 to Monroe County is $605.159. NOW, THEREFORE, BE IT RESOLVED, by the Board of County Commissioners of Monroe County, Florida, that the County hereby: The Monroe County Board of County Commissioners urges the Legislature to fully fund the state and local housing trust funds without any reduction in funding. Further, the Monroe County Board of County Commissioners urges the Legislature to act quickly to reauthorize the state and local housing trust funds, and pass SB 1000, and SB 1002.
