Suite 2 99198 Overseas Highway Key Largo. FL 33037 Re: Duck Key wastewater system Dear Mayor Nelson: It was a pleasure to meet with you and the Ducl< Key citizens group on Wednesday. It seemed clear that the Duck Key residents are united in their desire to move forward with a wastewater COllection system for their area and that they recognize the importance of acting quickly to take advantage of the efficiencies of connecting to the existing plant at Hawk's Cay. As we stated last night, the Authority needs funding to move this project ahead at the pace that the citizens seem to want. We estimate that the cost of planning, survey and conceptual design will be approximately $150.000. That amount of funding should be sufficient to move the project ahead to the actual design phase. If we choose a design/build approach, we will then issue a request for proposals. If a traditional design and bid approach is more feasible. we will then engage engineers to design the collection system and advertise a construction bid. The Authority would appreCiate this matter being brought before the Board of County Commissioners at your April 21 lit meeting and that the SOCC consider funding the Authority's planning efforts for this project. As you know, there is no Municipal Services Taxing Unit for Duck Key and the soonest that any revenues would be available from a newly created MSTU would be January 2006. Since this is well beyond the project time line discussed with the residents on Wednesday. funding from the BOCC may be the only way to move this project forward in a timely manner.
