ITEM BACKGROUND:
The Department of Environmental Protection (DEP) requires the use of a third party engineer for solid
waste issues such as permitting, cost analysis, and reporting. That position has been filled for many
years by S. Barker & Associates, however they will not accept any further assignments. Additionally,
there are special projects requiring engineering services that arise occasionally. Consequently, the
County's Solid Waste and Recycling programs/operations require a continuing contract for general
consulting engineer services.
