AGENDA ITEM WORDING: Proclamation recognizing April, 2004 as Fair Housing
and Community Development Month
ITEM BACKGROUND: Annually, the BOCC has read the proclamation that the Month
of April is Fair Housing and Community Development Month. In addition, such recognition
by Monroe County is evidence of support for the principles embodied in the national fair
housing legislation. Demonstration of local support for these principals is a DCA requirement
for various housing grant programs. Because the BOCC meeting is late in the Month of April
2004, this proclamation will follow an article that will appear in several of the County newspapers
announcing the month of April 2004 as Fair Housing and Community Development Month.

WHEREAS, The federal law, Title VIII of the Civil Rights Act of 1968, which is
known as the Federal Fair Housing Act, state and local Fair Housing laws, prohibits
discrimination on the basis of race, color, sex, religion, disability, national origin,
ancestry, sexual orientation, family status, and age, in the sale, rental or financing of
housing; and
WHEREAS, The Monroe County housing policy is evidence of support for the
principles embodied in this national fair housing legislation; and
WHEREAS, Monroe county's Special Programs Office (Monroe County
Housing Authority) promotes, monitors and investigates Fair Housing for Monroe
County; and
WHEREAS, This declaration is an annual proclamation and this year it will
coincide with National Community Development Week, April 12 -18,2004,
celebrating 30 years of the Community Development Block Grant Program; and
WHEREAS, The Florida Department of Community Affairs will be hosting a
Community Development Day at the Capitol tentatively scheduled for April 12th;
NOW THEREFORE, by the virtue of the power vested in me as Mayor of
Monroe County, Florida, I, Murray E. Nelson, do hereby proclaim the month of April,
2004 as
FAIR HOUSING & COMMUNITY DEVELOPMENT MONTH
