AGENDA ITEM WORDING: Approval of a resolution in support of the Southernmost Assistance
League's (SHAL) efforts to bring increased U.S. Department of Housing and Urban Development
(HUD) Homeless Assistance funds to Monroe County; recognizing HUD for meeting with SHAL in
Washington, and urging HUD to provide a copy of the methodology used to determine the Monroe
County Pro-Rata Need (PR.t~) to SHAL.
ITEM BACKGROUND: Due to proposed budget cuts in the Homeless Assistance Programs of the
U.S. Department of Housing and Urban Development, Monroe County is scheduled to receive a "Pro-
Rata Need" (PRN) in the amount of $183,301 as the dollar expression of relative homeless assistance
assigned to Monroe County, Florida for FYE 2006. In an April 26 meeting with HUD in Washington
D.C., SHAL made them aware of the challenges and circumstances unique to Monroe County that
effect the homeless population residing here. In the meeting, HOD stated that they are unable to
financially increase the PRN to meet the challenges. If the PRN is not increased, Monroe County
homeless service organizations will be unable to sustain existing programs at the current funding level
and establishing new programs will be impossible.
