ITEM BACKGROUND: Keys Energy Services staff met with staff on 3 October 2005 to request assistance from Monroe County Department of Marine Resources in addressing the life/safety issue of sailboats dragging into the high voltage power transmission lines crossing Pine Channel. Marine Resources staff met with FWC legal staff on 30 November 2005 and mutually detennined that rulemaking by FWC to regulate anchoring is the appropriate course of action. WHEREAS, the Utility Board of the City of Key West, Florida provides electricity to the people of the Florida Keys through Keys Energy Services; and WHEREAS, the main source of power for the Lower Keys flows through the high voltage power transmission hnes along US 1 Highway; and WHEREAS, the high voltage power transmission line along Pine Channel, and the distribution built below the transmission line, have been hit by sailboat masts; and WHEREAS, at least seven incidents since 1998 have disrupted power flow to the Lower Keys community; and 'WHEREAS, a disruption in power flow creates public safety concerns for more than 28,000 customers that Keys Energy Services provides power to; and WHEREAS, the striking of a high voltage power transmission line by a vessel IS substantially likely to cause death or serious injury to any person on board the vesseL NOW THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MONROE COUNTY, FLORIDA, THAT: The Board of County Commissioners directs staff to work with the Florida Fish and Wildlife Conservation Commission to prohibit the anchoring of sailboats and other masted vessels in Pine Channel in the vicinity of the high voltage power transmission lines.
