AGENDA ITEM WORDING: Approval of a contract to purchase Tier 1 property for conservation
Block 7, Lot 4, Southern Pines; Block 9, Lots 7, 23, 24, 25, and 26, Kinercha; and Block 11, Lots
1, 11, 12, 15, and 16 and Block 12, Lots 5-12, Sands, Big Pine Key near mile marker 30.
ITEM BACKGROUND: This acquisition is proposed to protect property rights and the natural
environment, , and to provide mitigation
land in support of the Big Pine Key Habitat Conservation Plan.
The subject property consists of 19 lots totaling 2.22 acres in Southern Pines, Kinercha, and Sands
subdivisions on Big Key near mile marker 30.
The property attributes are:
!Tier designation: Tier 1 Natural Area.
!Zoning designation: Suburban Residential (SR), Suburban Commercial (SC), and Improved
Subdivision (IS).
!Vegetation: Tropical hardwood hammock, freshwater wetland, and disturbed upland.
!Sea Level Rise: The Southeast Florida Regional Climate Change Compact sea level rise
projection for the period from 2000 to 2070 is 21 to 54 inches. In the event of a 24-inch
increase in sea level, estimates provided by the South Florida Water Management District
indicate the majority of this property will have a 25.1% to 100% probability of being
inundated.
!Acquisition List qualification: The property qualifies because it is Tier 1.
!Florida Forever Boundary: This property is inside the Florida Forever boundary.

The property owner has agreed to sell the property for the price of $1,200,000. The estimated
closing costs for this transaction are listed in the agenda documentation.
The State of Florida Department of Environmental Protection has indicated they are willing to
purchase after Land Authority Pre-Acquires.
ADVISORY COMMITTEE ACTION: On March 30, 2022 the Committee voted 3/0 to approve
purchasing this property for the price of $1,200,000.
PREVIOUS RELEVANT GOVERNING BOARD ACTION: The Board has approved the
purchase of other conservation properties in these subdivisions.
