ITEM BACKGROUND: On February 3, 2022, the County issued a Request for Proposals seeking
a vendor to construct a water quality improvement project in the form of a culvert on Canal #259 in
Big Pine Key, between Granada Avenue and Minorca Drive. On March 10, 2022, the County
Purchasing Department received and opened one response to the Request for Proposals for the
above-referenced project. The estimate of the work is $380,000. The proposal price for the sole
response was $1,405,463.00.

This decision is made in accordance with paragraph 5.5.4 within the RFP and Section 2-347 of the
Monroe County Code of Ordinances.
This construction work is funded by U.S. Treasury "RESTORE" Grant 1 RDCGR170099-01-00. A
culvert is a proven restoration technique that was vetted during the canal demonstration projects and
is anticipated to increase the water quality in canal 259.
