Resolution 136-2022RESOLUTION NO. 136 - 2022 A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF MONROE COUNTY, FLORIDA, REVISING SECTION 6.01 OF THE PERSONNEL POLICIES AND PROCEDURES MANUAL REGARDING OBSERVANCE OF THE JUNETEENTH NATIONAL INDEPENDENCE DAY FEDERAL HOLIDAY. WHEREAS, Section 6.01 (Official Holidays) of the Personnel Policies and Procedures Manual (PPPM) currently provides a list of twelve (12) holidays that shall be observed by all County offices in which functions can be discontinued without adversely affecting required services to the public; and WHEREAS, June 19 is now officially Juneteenth National Independence Day, a US Federal Holiday commemorating the end of slavery in the United States; and WHEREAS, the Board of County Commissioners most recently revised the holiday policy on December 11, 2019 via adoption of Resolution 441-2019, which described how and when Christmas Eve and New Year's Eve holidays are observed. WHEREAS, the Board of County Commissioners now wishes to revise section 6.01 of the Personnel Policies and Procedures Manual in order to observe Juneteenth as a county holiday; and WHEREAS, subsection (B) as it exists currently designates holidays for a County employee (Sr. Systems Analyst) working within the State Attorney's Office. However, in 2019 the position was changed from a County employee to a State employment position, with the County providing funding only. Therefore, there is no longer any need for a separate list of holidays for this position. NOW THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MONROE COUNTY, FLORIDA that: Section 6.01 of the Monroe County Personnel Policies and Procedures Manual shall be amended shown below: 6.01 OFFICIAL HOLIDAYS With the exception of "A" below, the following are holidays which shall be observed by all County offices in which functions can be discontinued without adversely affecting required services to the public: **New Year's Day Labor Day Presidents Day Columbus Day Martin Luther King's Birthday Veterans Day Good Friday Memorial Day Juneteenth Independence Day Thanksgiving Day Thanksgiving Friday *Christmas Day * In years when December 25th (Christmas Day holiday) falls on a Tuesday, Wednesday, Thursday, or Friday the County shall also observe December 24th (Christmas Eve) as a holiday. **In years when January 1 st (New Year's Day holiday) falls on a Tuesday, Wednesday, Thursday, or Friday, the County shall also observe '/z day on December 31 st (New Year's Eve) as a holiday. In addition to the above -designated holidays, the Board of Commissioners, in its sole discretion, may grant other special holidays during the course of a year to some, or all, County employees. A. Guardian Ad Litem — Official Holidays BOCC employed positions observe the following holidays: New Year's Day Columbus Day Martin Luther King's Birthday Veterans Day Good Friday Thanksgiving Day Juneteenth Thanksgiving Friday Memorial Day Christmas Eve Independence Day Christmas Day Labor Day B. Public Defender — Official Holidays The positions of Hearing Reporter, Senior Systems Analyst and Indigence Examiner shall observe the following holidays: New Year's Day Veterans Day Martin Luther King's Birthday Thanksgiving Memorial Day Thanksgiving Friday Independence Day Christmas Day Labor Day 2. The above changes shall apply to all Monroe County Board of County Commissioners employees. 3.
