AGENDA ITEM WORDING: Issuance(renewal) of a Certificate of Public Convenience and
Necessity (COPCN)to Islamorada Village of Islands Fire Rescue for the operation of an ALS
transport ambulance service for the period October 1, 2013 through September 30, 2015.
ITEM BACKGROUND: In September of 2011 a COPCN was issued to Islamorada Village of Islands
Fire Rescue to operate an ALS transport ambulance service. This certificate will be expiring on
September 30, 2013. In view of the foregoing Islamorada is applying to renew this COPCN which
would become effective October 1, 2013.
PREVIOUS RELEVANT BOCC ACTION: On September 21, 2011 the MCBOCC approved the
issuance of a COPCN to Islamorada Village of Islands — Fire Rescue for the operation of an ALS
transport ambulance service for the period October 1, 2011 through September 30, 2013.
CONTRACT/AGREEMENT CHANGES: The current COPCN Islamorada currently has expires on
September 30, 2013. The renewal being applied for will cover the period October 1, 2013 through
September 30, 2015.
STAFF RECOMMENDATIONS: The Monroe County Code allows the issuance of COPCN for the
purpose of providing essential emergency medical services to the various geographical areas of Monroe
County. The Islamorada Village of Islands—Fire Rescue complies with the requirements of the said
Code and Chapter 401 Florida Statutes, so in view of the foregoing Fire Rescue staff recommends the
approval of the renewal of a COPCN so they can continue to provide these services to their specific
area of the County.
