AGENDA ITEM WORDING: Approval to develop mechanism allowing owners of undeveloped
Tier 3 properties to pay sewer connection fees upfront or to defer payment of connection fees until the
property is developed.
ITEM BACKGROUND: On January 25, 2006, the BOCC approved Staffs recommendation to levy
a $4500 per EDU connection fee for those properties designated as Tier 3 in the Duck Key and Big
Coppitt Key through Little Torch Key service areas, excluding Baypoint. Due to negative feedback,
Staff was asked to revisit the approach. If the property owner chooses to defer payment until the
property is developed, the $4500 per EDU connection fee cannot be guaranteed.
PREVIOUS RELEVANT BOCC ACTION: Connection fees to be collected as non ad -valorem
assessments are not to exceed $4500 per EDU as described in the September 6, 2005 ILA.
