ITEM BACKGROUND: At several BOCC meetings during the first half of2009, the possibility of the County entering into an agreement to participate in a JLUS was discussed. While the consensus seems to be that the County not enter into an agreement to participate in a JLUS, for reasons including but not limited to the ability of staff to prepare the same type of documents which would be the outcome of a JLUS but without the potential for recommendations unacceptable to the County ultimately being imposed, no BOCC vote on the subject has actually been taken. The staff continues to discuss with the Navy the manner, if any, of moving forward on several issues of concern, but has no clear direction :from the BOCC as to expectations or concerns. During those discussions, the Navy has continued to ask for a definitive answer as to whether the County will ~nter into a JLUS. Further direction will be needed from the BOCC before staff will be able to work with the Navy on the substantive issues, and such direction will be requested in a separate agenda item. This item only requests a definitive statement of the BOCC as to whether a JLUS is possible, or if the County would prefer that the Navy's issues be handled through a different process. The agenda item is worded to comport with prior discussions at BOCC meetings. PREVIOUS RELEVANT BOCC ACTION: No action has been taken.
