ITEM BACKGROUND: After construction of the new Terminal Building and public parking lot was complete, Republic Parking was requested to review the current fees, and make recommendations for rates that they believe should be adj usted. Repu bl ic does not recommend an increase of the cu rrent fee of $1.00 for the fi rst 30 m in utes, nor the current fee for 1,4 - 1 hour 2.00, each additional Yz hour $1.00 Please see attached letter from Republic Parking outlining their recom mendations. PREVIOUS RELEVANT BOCe ACTION: Approval of current parking fees that became effective. 6/1/07. There are also suggestions on the ongoing operations including use of the old parking facility. meters and a yearly rate. RPS conducted a rate comparison based on January ~ December 2008's total tickets. We compared the current rate of $1 .00 each 30 minutes and a daily maximum of $8.00 with the current rate of $1.00 each 30 minutes and a daily maximum of $9.00 and $10.00. We also did a comparison of the current rate with a rate of$I.OO each 20 minutes and the $8.00, $9.00 and $10.00 daily maximums. Increasing the hourly interval to every 20 minutes while leaving the daily rate the same ($8.00), returned an increase of about 5% in revenue or approximately $9,400 based on 2008's numbers. Keeping the hourly rdte unchanged while increasing the daily maximwn rate to $9.00 will increase the revenue about 10% or approximately $19,000 based on 2008's numbers. Keeping the hourly rate unchanged while increasing the daily maximum rate to $10.00 will increase the revenue about 20% or approximately $38,000, based on 2008's numbers. We recommend increasing the daily maximum rate to S10.00 while leaving the hourly rates as they are. The greater revenue growth occurs in overnight parking. in our experience, the customers do not easily accept increasing the 30 minute rate to every 20 minutes and the financial benefit is not that great. You mentioned exploring the use of the old parking lot for long term parkers. This would be a perfect area for yearly permit holders. The lot could also be used in an overflow capacity at the holidays with customers prepaying at the main exit plaza and receiving a dashboard permit to park in the old lot. I would only consider permit parking at that location. We rec(]mm~nd that you do not implement the use of meters at your facility. Meters are difficult to patrol and enforce, They are a source of revenue loss. Customers are often able to park free when they pull into a meter that has not expired from the previous customer. We would have captur~J that n:vt:nue in the garage. There is the expense of installation and maintenance to consider as well. The industry is moving away from meters and in urban environments moving to a pay and display system that has a payment kio!';k and accepts credit cards.
