This certification is required to utilize funds administered by Federal agencies. • Initial interview with the Clerk of Court Director of Internal Audit to review Key Largo and Big Coppitt ILA projects. • Water Protection and Reinvestment Act currently has gained support for a total of 18 co-sponsors. South Lower Keys Regional Wastewater Treatment Facility (Big Coppitt) • Prepared State Revolving Fund (SRF) Loan Resolution necessary for disbursement of funds. • Addressed property owner questions related to lateral connections and system development fee pay-offs. • Staff overseeing FKAA road restoration for Geiger/Rockland Keys to insure compliance with County procedures. Responsibilities include site inspection, attending construction progress meetings (as available), responding to requests for information from contractors and FKAA and investigating resident complaints and questions. • Connections to new facility underway. Big Coppitt Treatment Plant 100% invoiced. • Big Coppitt collection system summary of Change Orders under review. • Shark Key collection system and transmission main Change Orders needed to close-out contracts. • Geiger and Rockland Key collection system is 76% invoiced. Road restoration to be completed. • County preparing Final Disbursement Request from the FDEP Grant 6803 and 8983. • County preparing Disbursement Request #8 from Loan. • Facilitated appeals and corrections to non -ad valorem tax roll. Duck Key/Conch Key • Duck Key wastewater treatment plan being bid. • Duck Key collection system design is complete and permitted. • 73% of 150 EDUs at Conch Key are connected to system. • Working with FKAA and OMB to identify available funding to construct the collection system. Cudioe Regional Wastewater Treatment Facility • Cudjoe Regional WWTP 60% design drawings under review. • Cudjoe transmission main 30% design review complete. • Cudjoe Regional (central) 30% design review complete. • Cudjoe Regional (expanded) 30% design drawings under review. Wastewater Report — October 21, 2009 BOCC meeting Page 1 of 2 West Long Key • Outdoor Resorts is developing estimate for Wastewater Treatment Plant upgrade and expansion. • FKAA reviewed and found conceptual plan for collection system a reasonable approach. • Conference call held to discuss Agreement for Service between Outdoor resorts and property owners. • Identified compliance status of on -site systems for affected properties located on West Long Key with assistance from Monroe County Department of Health. Community Development Block Grant (CDBG) County and Key West Housing Authority Staff drafted letter requesting administrative and rule changes to better position county, Islamorada, and Marathon for grant award. Sample scoring indicated that Community -Wide needs score for areas is too low to result in award of grant. Key Largo Wastewater Treatment District • Key Largo Sewer — Monroe County site inspector overseeing construction on KLWTD projects to ensure compliance with County road restoration requirements, including attending pre - construction meetings with contractors, inspecting road repairs, meeting with contractors to determine repairs and replacement of county road signs in project area. Stock Island Approximately 82% of the 2,672 EDUs served by the initial gravity collection system and Phases 1-3 of the expanded vacuum system are connected. Code enforcement meetings are held monthly and fines are being imposed if design, permitting, and connection deadlines are not met. Stormwater • Prepared Application 4 for reimbursement from 2009 grant. • Worked with Facilities Development to prepare 2010 grant for execution.
