XS Solutions, the lowest bidder, was not determined to be responsive as — They offered staffing of only one person per 12 hour shift, with one `rover' to fill in as needed. This staff level is not at all adequate to fulfill the requirements of the scope of work specified in the contract documents. Also, this vendor has no previous airport cleaning experience. American Sales & Management, the second lowest bidder was not determined to be responsive as — Although not mandatory, a site -visit conducted by Airport Staff prior to the bid, was offered to all prospective bidders. American Sales did not take advantage of this opportunity, and bid the contract site unseen. Consequently, this bidder was not aware of the number of bathrooms in the buildings, the type of flooring and its cleaning requirements, the number of windows and doors, outside areas to be cleaned, or areas that require janitorial staff to have a SIDA badge. KWIA Staff feels that this bid does not indicate the amount, or quality of service to be provided. Proposed vendor staff level costs exceed the monthly bid amount, and therefore is inadequate to cover cleaning supplies, equipment, or unbudgeted expenses, etc. Staff recommendation is to award bid to Class Act Cleaning, as the most responsive bidder for Janitorial Services at the Key West International Airport. Class Act was providing services for the original terminal building, and was asked to clean the new terminal building, upon opening, on a month to month basis.
