ITEM BACKGROUND: During the 2009 Solid Waste Franchise contract negotiations one of rhe issues that came to light is the need for a staff person to take the recycling message ro all segments of the public, including bur not limited to schools, community organizations, chambers of commerce, county departments and other agencies. This employee would also be responsible for taking a leadership position in promoting waste reduction, reuse and recycling, and assisting in the reporting process. Further, tbe employee would also be instrumental in foUowing Solid Waste legislation, Solid Waste newsletter, developing and/or writing White Papers, identifying available grants and development of the grant applications. The position has the support of the local environmental community.
