Resolution 161-1986 -" Commissioner John Stormont RESOLUTION NO. 161-1986 A RESOLUTION REQUESTING THE FLORIDA MARINE FISHERIES COMMISSION TO APPROPRIATE RULE MAKING PROCEDURES TO ALLEVIATE ANY THREAT TO OUR MARINE FISHERY RESOURCES THROUGH THE USE OF NETS. WHEREAS, the economy of Monroe County is dependent on the natural marine resources of our near shore waters for recreation- al (tourist) and commercial purposes, and WHEREAS, evidence exists suggesting rapid growth in the Keys net fishery over the past five years, and WHEREAS, evidence also exists which indicates a large by-catch of non-targeted species in this net fishery, and WHEREAS, the Monroe County Commission recognizes the fragile nature of the unique Keys marine ecosystem, its prey/predator relationships and delicate food chain, and understands the importance of this system to all present and future residents and visitors, and WHEREAS, the responsibility for determining the existence of any threat to marine resources in state waters as well as the authority to propose corrective regulations in the event a threat is determined, lies with the State of Florida Marine Fisheries Commission, now, therefore, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MONROE COUNTY, FLORIDA as follows: 1. That the Monroe County Commission desires the Marine Fisheries Commission to determine whether a threat to our marine fishery resources exists by virtue of a rapidly growing net fishery. 2. That should the Marine Fisheries Commission determine that such a threat does exist, the Monroe County Commission desires that the Marine Fisheries Commission initiate appropriate rule making procedures to alleviate such determined threat, thereby insuring that all residents of Monroe County may enjoy the social and economic benefits derived from the health and abundance of marine fishery resources instate waters of this County. 3. That the Clerk of the Board is hereby requested to forward a certified copy of this resolution to the State of Florida Marine Fisheries Commission. PASSED AND ADOPTED by the Board of County Commissioners of Monroe County, Florida, at a regular meeting of said Board held on the 16th day of May, A.D. 1986.
