Resolution 308-1986 Jeff Fisher, Director Extension Services RESOLUTION NO. 308 -1986 A RESOLUTION OF THE BOARD OF COUNTY COMMIS- SIONERS OF MONROE COUNTY, FLORIDA, AUTHORIZING THE MAYOR AND CHAIRMAN OF SAID BOARD TO EXECUTE AN AGREEMENT BY AND BETWEEN FRANK KEEVAN AND SON, INC. AND THE BOARD OF COUNTY COMMISSIONERS OF MONROE COUNTY, FLORIDA, CONCERNING BOATING IMPROVEMENT FUND PROJECT AT NATIONAL MARINE SANCTUARY. KEY LARGO, MONROE COUNTY, FLORIDA. BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MONROE COUNTY, FLORIDA, that said Board hereby authorizes the Mayor and Chairman of the Board to execute an Agreement by and between Frank Keevan & Son, Inc. and the Board of County Connnissioners of Monroe County, Florida. a copy of same being attached hereto, concerning Boating Improvement Fund Project at National Marine Sanctuary, Key Largo, Monroe County. INC., hereinafter called the "Contractor," and the BOARD OF COUNTY COtltlISSIONERS OF tlONROE COUNTY, FLORIDA, of the County of tlonroe, State of Florida, hereinafter called the "Owner." WITNESSETH, that the Contractor and the Owner for the consideration hereinafter named agree as follows: 1. The Contractor shall furnish all the materials and perform all the work as required by the Specifications for Boating Improvement Fund Project located at National Marine Sanctuary, Key Largo, tlonroe County, Florida, a copy of which is attached hereto and made a part hereof. 2. The work to be performed under the contract shall be commenced within 30 days from date Owner provides Notice to Proceed and to be completed within 120 days of that date. 3. Further, the parties agree that if the Notice to Proceed has not been given by Owner to Contractor on or before February 2, 1987, that this Agreement shall be null and void. ,4. Further, the work to be performed under the contract is contingent upon receipt of appropriate grant monies from the State Department of Natural Resources, Boating Improvement Fund. In the event this grant is denied, this Agreement is null and void. It is also agreed that the Contractor understands the rules of the Department of Natural Resources, Boating Improvement Fund and will comply with said rules along with the rules and procedures instituted by the Owner to insure an orderly progress to the project. The Owner shall pay to the Contractor for the performance of the contract the sum of Thirty-seven thousand four hundred and Sixty-seven dollars ($37,467.00) upon completion by Contractor and acceptance by Owner, subject to terms and conditions of paragraphs one through four above. Install marker. Mosquito Bank one and two will mark extensive patch reef system in conjunction with existing lighted tower. This area is heavily used as a destina- tion and to transition to other areas in both Park and Saltctuary. Install 2 markers. Replace existing low visibility spar buoy. This is a very heavily visited patch reef in the Park that is used frequently as a guide to find reefs in the Sanctuary. Replace existing low visibility spar buoy as close as possible to reef crest. This popular very shallow reef is the site of frequent groundings. Replace existing low visibility spar buoy. This is the second most popular reef in the Sanctuary, and suffers from frequent grounding damage. Unmarked bank reef one mile south of Carysfort; shallow, extensive elkhorn coral formations. '. . : : "',-, ""',""'.-:.--- .' ., .." Each obstruction marker should be constructed using a 12" or 14" steel I-beam thirty feet long. They should extena at least 10 feet above the high water level, and at least ~O feet into the bottom. Diamond shaped day marks with reflective material to conform to USCG requirements will be bolted to each I-beam. Two panels are bolted at the top facing in opposite directions, and two panels are bolted immediately below the first set, facing in opposite directions, but oriented 90 degrees to the first set. The markers listed in the above table would be placed in water depths ranging from 3-10 feet, as close as possible to the 'center of mass of each reef. For'maximum usefulness, each panel should indicate the name of the reef on which the marker i& located, as well as the word "shoal".
